한반도 미래전에 대비하기 위해서는 논리적이고 치밀한 작전계획수립이 필요하다. 작전계획수립 간 중요한 요소 중의 하나는 한미 연합군의 작전범위를 판단하고 작전한계점을 고려하여 작전을 단계화하는 것이다. 하지만 작전한계점을 어떻게 판단해야하는지에 대한 물음에 정확한 답을 제시하지 못하고 있는 것이 현재 우리군의 현실이다. 현재 한국군의 교리에서는 작전한계점에 대한 설명은 정의와 고려방안 몇 가지만 서술하고 있고, 개인 연구 등에서도 각자가 생각하는 작전한계점에 대한 고려요소들을 다르게 설명하고 있어 사실상 작전한계점을 판단하는 기준이 정립되어 있지 않다. 따라서 본 연구는 현재 작전한계점의 중요성 및 문제점을 인식하고 작전한계점을 판단하는데 필요한 자료를 제공하기 위해 과학적으로 접근하였다. 작전한계점을 판단하는 요인들을 현 교리와 개인 연구들에서 제시하는 것들을 종합하여 분석하였고, 이러한 요인들 간의 상관관계를 하나의 공식으로 정립함으로써 작전한계점을 판단하는데 논리적이고 과학적인 근거를 제시하려고 노력하였다. 공식의 사용은 계획수립 간 예측되는 환경 또는 작전실시간 처해있는 환경들을 각 요인에 맞게 데이터화하여 점수를 입력하고 공식에 의해서 최종적으로 나온 점수를 바탕으로 작전한계점 도달여부를 판단하는 것이다. 이러한 공식을 6·25전쟁 당시 낙동강 방어작전과 북진단계시 공격작전에 대입하여 그 결과를 확인함으로써 검증하였다. 그 결과 일반적인 전례분석과 공식적용 결과가 일치함으로써 공식의 유용성을 확인할 수 있었다. 본 연구를 통한 과학적 접근은 작전구상 간 시간단축이 가능하고 판단요인에 대한 누락요소를 최대한 배제할 수 있다. 또한 상하·인접 제대간 공통된 기준을 갖춤으로써 지휘관 의도 파악 및 구현을 위한 노력의 통일도 가능할 것이다.
In order to prepare for the future of the Korean Peninsula, it is necessary to establish a logical and precise operational plan. However, the ROK military has no standard in determining operational culmination. Therefore, this study suggests scientific approach to recognize the importance and problems of current operational culmination and to provide necessary data to determine operational culmination. This study tried to present the logical and scientific basis for determining the operational threshold by establishing a correlation between factors in the current doctrine and individual studies. This formula was named PISTOL formula. The reliability of this formula was tried to be secured by comparing the result of the formula with analysis of the military history. The selected cases were the defense operation of Nakdong River and the Northard operation in the Korean War. As a result, this study confirmed the usefulness of the formula through comparing the results of the conventional analysis and the results of application of PISTOL formula. The scientific approach proposed in this study to determine the operational culmination can shorten the time to plan a operation and eliminate the omission factor. In addition, it is expected that the commander's intention can be unified by having common criteria among the upper and lower units.
