북한 핵·장거리 미사일 능력 고도화에 따라 북한의 핵사용 위협이 점차 증가되고 있는 가운데, 미국은 핵확장억제 전력을 투사할 능력과 의지를 보여줌으로써 북한의 핵사용을 억제할 수 있다고 선언하고 있다. 그러나 만약 억제가 실패하여 북한이 남한에 대한 핵공격을 자행했을 경우, 북한의 미본토에 대한 핵공격을 감수하고 미국이 즉각적인 보복에 나서기란 정치적으로 쉽지 않을 것이다. 더욱이 한국군이 북한 핵사용을 억제하기 위한 수단으로 한국형 3축체계를 발전시켜나가고 있는데 이것은 빨라야 3년 이상의 시간이 걸릴 뿐 만 아니라 막대한 예산이 소요된다. 나아가 이것이 완성되었다하더라도 과연 재래식 무기위주의 전력으로 북한의 핵능력과 의지를 상쇄시킬 수 있을지 의문이다. 또한 미국이 극단적인 방법으로 선제적인 예방공격도 고려해 볼 수 있다고 하지만 이것은 미중이 사전공조가 필요하고 뜻하지 않은 전쟁을 감수해야 하는 리스크를 가지고 있다. 따라서 지금의 이러한 상황을 냉정하게 평가해 볼 때, 우리가 전략적으로 북한의 핵을 포기하게 하거나 핵사용을 억제할 수 있는 게임체인저가 절실하게 필요한 시점이다. 따라서 현재 정부가 대화와 압박의 기조로 북한 핵문제를 해결하기 위한 노력을 하더라도 다른 트랙에서는 최악의 상황에 대비하여 군사적으로 전술핵 재배치를 미국과 협상테이블에 놓고 설득해나가야 하며 차선책으로 비공개적인 핵무장을 준비해 나가야 할 것이다. 이렇게 함으로써 주변강대국으로부터 간섭과 영향력을 최소화하여 우리가 원하는 자주국방을 실현시키고 이 한반도에서 우리가 우리의 운명을 우리 스스로 결정할 수 있는 실질적인 자강을 이루어낼 수 있을 것이다.
As the threat of North Korea's nuclear use is increasing with build up of North Korea's nuclear and long range ballistic missile capabilities, the United States declared that it can curb North Korea's nuclear use by showing their ability and will to project nuclear proliferation deterrence forces. However, if the deterrence fails and North Korea conducts a nuclear attack on South Korea, it may not be politically easy decision for the United States to take immediate retaliation. It is because the United States may get nuclear attack on its mainland from NK. Futhermore, the ROK military is now developing the korean-three axis system as a mean to deter North Korea's nuclear use. But it will take more than three years to complete at the earliest and needs a huge budget. And even if it is completed, I doubt that it will be possible to offset North Korea's nuclear capability by using the korean-three axis system with conventional weapon. The United States may also consider preventive attacks on North Korea as a extreme way. However, to do this, the United States and China need to cooperate in advance. Moreover, G2 have a risk that a war may break out. So, given the current situation, the ROK need a strategic game changer that will make North Korea give up its nuclear program. Even though our government is currently trying to solve the North Korea's nuclear issue under the direction of dialogue and pressure, on the other hand, it is necessary to prepare military option like tactical nuclear deployment or nuclear power against worst scenario. By doing so, the ROK can minimize the interference and influence from the surrounding superpowers, realize the self defense they desire, and become a truly strong nation which can decide their own destiny on this Korea peninsula.
