본 연구는 각종 사회현상들을 명확하게 이해하기 위해 고안된 제도분석틀(Institutional Analysis and Development Framework), 소위 IAD분석틀을재검토하여 우리사회 갈등과정의 동학을 행위자 중심으로 이해할 수 있고 갈등완화를 위해 어떠한 기제들이 유용한지에 대한 해답을 얻기 위해 이를 보완할 수 있는갈등프레임(Conflict Frame)의 개념을 차용하여 수정된 분석틀을 구축한 후 이를통해 우리나라의 대표적인 전원개발 갈등사업인 밀양 송전선로 건설 사업(765kV신고리-북경남 송전선로 건설 사업) 추진과정을 시기별로 고찰해 보았다. 이를 통해 제도분석틀의 발전적 재조명을 도모하고 추후 비선호시설 입지갈등 사례 등 수많은 유사 사례들에 대해 갈등완화에 관한 유의미한 함의를 얻고자 한 것이다. 분석결과, 소위 풀기 어려운(Intractable) 갈등 사례가 산적한 우리나라 갈등사례의 경우 기존 제도분석틀의 내부 상황이나 공동체의 특성, 활성화된 각종 법제와 규칙 등을 중심으로 하는 실증적 접근 뿐 아니라 정책담론이나 행위자 집단의 인지프레임과 같은 사회 구성주의적 관점의 보완을 통한 융합적 시각의 접근이 요구된다는 것을 알 수 있었다. 이어 본 사례의 경우 우선적으로 갈등 당사자 집단의 갈등프레임에 대한 이해를 전제로 이를 도울 수 있는 중재 및 조정절차의 활용이 필요하며, 서로 격의 없이 만날 수 있는 기회의 제공을 통해 상호 부정적인 특성 인식을 전환하도록 유도하는 것도 중요하다는 것을 알았다. 또 중재자의 선정에 있어서도 전문성과 대표성을 제고할 수 있는 지위 및 경계규칙의 제정이 필요함은 물론 협의과정에서는 주요 정보가 서로 공유될 수 있도록 하는 정보규칙의 확보가 요구된다. 마지막으로 중재 및 조정활동에 있어서도 전문가들의 객관적인 입장 견지와 함께 충분한조사 및 연구기간이 설정되어야 갈등 상대방의 재프레임과 합의형성이 가능할 수있다는 것을 알 수 있었다.
This study reconsiders so-called IAD analytical framework that a institutionalAnalysis and Development Framework designed to clearly understand varioussocial phenomena can understand our society's conflict process by actor. Andbuild modified analytical framework by borrowing conflict frame concept thatcan supplement getting useful tool about conflict mitigation. Through this,considered by time Construction Projects for Miryang Transmission Line thatKorea's representative rural developmental conflict case. To this study, promote system Analytical frame's developmental review andobtain meaningful implications for easing the number of similar cases, such asthe case of non-preferring facilities. As a consequence, Korea's conflicts thathave a lot intractable conflict case to resolve hard need fusion approach not onlypositivistic approach that use conventional framework analysis framework'sinternal situation and the characteristics of the community, and various laws andregulations, but also complementing social constructionism's view like policydiscourse and cognitive frame of actor group. So in this case show that first of all need mediation procedure that can helpobject subject to conflict understand about conflict frame, and it is important toprovide opportunity to meet each other casually for inducing change of eachother's negative characteristic perception. Besides, in the selection of anmediator, position and boundary rules is needed to improve professionalism andrepresentativeness. And a consultation process need to secure information rulethat help share the important informations. Lastly this study show thatcoordination and mediation needs activities an objective standpoint of expertsand sufficient investigation and research period to the opposite party's reframing and agreement formation possibly.
