새만금과 고군산군도 유역은 군산을 비롯한 김제, 부안을 중심으로 금강, 만경강, 동진강의 수운과 그 사이에 펼쳐진 비옥한 평야 등에 힘입어 일찍부터 사회경제적 발전을 이루어 온 지역이다. 따라서 이 지역의 해양역사문화 원류 역시 하나의 줄기라 할 수 있다. 특히 만경강과 동진강의 물줄기가 만나는 새만금․고군산군도 해역은 방조제를 넘어 서해 바다가 하나처럼 합쳐져 전북 서해안지역의 독특한 해양역사문화를 형성하고 있었다. 또한 국제적으로도 역사 이래 늘 환황해권 해상교통의 중심이자 전략적 요충지였다. 그만큼 고군군산도와 새만금유역은 물론 전북 서해안지역의 독자적인 해양문화의 특성, 특히 한중일 환황해권의 각축과 교류의 역사성을 규명하기 위한 학계의 지속적이고 종합적인 관심과, 지원이 이어져야 할 것이다. 그간 고군산군도를 포함한 새만금해역 및 전북 서해안지역에 대해서는 적잖은 조사 연구가 있었다. 즉 고고학, 해양학, 수산학을 비롯하여 자연생태, 역사, 수산업, 관광 등 다양한 문제제기가 바로 그것이다. 그러나 이상의 조사연구에도 불구하고 향후 주제의 확산과 심화 등 산적한 과제를 안고 있다. 특히 도서 특유의 문화와 역사 부문, 도서 어민의 사회의식에 대한 사회인류학적 접근, 신재생에너지를 비롯한 해양 자원 공학적 접근, 해양토목공학 및 해운론적 접근과 정보와 문화교류의 매체로서의 ‘섬’에 대한 조사 연구 등의 학제적, 국제적, 관산학연의 공동조사 연구 작업은 향후의 중요한 과제라 생각된다. 따라서 여기에서는 그 작업의 일환으로 전북 서해안지역 해양역사문화에 대한 조사연구의 성과와 앞으로의 과제에 대해 검토하였다. 무엇보다 해방직후 최초로 이루어진 도서조사의 결과인 『한국서해도서』(1957)를 비롯하여, 20여 년 전에 발간된 전라북도 『도서지』(1995)와 『고군산군도』(2000) 등에 대해 검토하였다. 또한 1989년 창간하여 어느덧 30년에 가까운 역사를 지닌 ‘한국도서(섬)학회’의 전북 서해안지역 해양역사문화에 대한 조사연구 성과에 대해 살폈다. 여기에 덧붙여 서남해안 도서문화연구와 특히 2017년 여름 군산 새만금 일원에서 진행된 전국해양문화학자대회의 성과에 대해 소개했다. 이러한 성과에 대한 검토를 기초로 이 지역에서 앞으로 진행시켜야 할 주요 조사연구 과제를 도출하고 제안했다. 이상의 고찰 가운데 도출된 ‘전북 서해안지역 해양역사문화 조사연구’에 대한 핵심 아젠다로 다음과 같은 7개의 주제를 제안하고자 한다. 즉 새만금의 탯줄 만경‧동진강, 이야기의 보물섬 고군산군도, 수산업과 지역사회의 구조변동, 바다와 섬(도서)의 사회경제, 환황해 교류(인간, 물질, 문화)의 역사와 글로컬 과제, 새만금사업의 미래, 새로운 해양시대를 여는 희망등대 등에 대한 내용들이다. 향후 이에 대한 지속적이고 학제적인 연구를 기대해본다.

Gimje, Buan, Saemangeum and Gogunsan Islands as well as Gunsan are the region building economic society starting from an early era thanks to fertile plains expanded between rivers like the Guem River, the Mangyeong River, and the Dongjin River. In addition, the origin of maritime history and culture is said to be stream of the region. In particular Saemangeum Gogunsan islands where the Mangyeon River and Dongjin River meet is the region that sea wall is combined with the West Sea, considered as strategic location as well as the center of maritime transportation in the Yellow Sea Rim Area Accordingly the academy is required to take consistent and integrated interest and the government needs to support politically so as to investigate into characteristics of unique maritime culture in Jeonbuk West Sea Region as well as Gogunsan Island and Saemangeum basin in the Saemangeum Region and in particular historical meaning in terms of heated competition and exchange especially in Yellow Sea Rim Area among Korea, China and Japan . As part of basic assignment, here I reviewed on the achievement of survey and research and assignment in the future in regards to maritime history and culture in Jeonbuk West Sea area. At first including 'Korea West Sea Island'(1957), result of survey on island which was conducted for the first time shortly after the liberation, I reviewed on Jeollabuk-do ‘Island region' published 20 years ago and 'Gogunsan Islands' (2000). In addition I introduced the survey on literature by single writer regarding island culture in Southwest seashore and the achievement of National Maritime Culture Scholars Convention held in the area of Gunsan Saemangeum in 2017. I drew and proposed assignment of major survey to be conducted in this area based on the review on this achievement. I would like to propose 7 themes as core agendas of 'Maritime History and Culture in Jeonbuk West Sea area' which was drawn among the consideration mentioned abbove as the follows. In other words, these are the contents like the Mangyeong River and Dongjin River, umbilical coard of Saemangeum, Gogunsan Island, treasure island of story, change in structure of fishing industry and local society, social economy of the ocean and islands, history of exchange(humans, materials, and culture) in the Yellow Sea Rim Area and Glocal(global and local) assignment, future of Saemangeum project, and lighthouse of hope opening a new maritime era. Hopefully we can conduct consistent and academic research in the years to come.
