최근 국내외적으로 갈등관리를 위한 법제정, 조직구성, 연구개발 등이 활발한 추세이다. 그러나 우리나라의 재난갈등 관리기반은 매우 부족한 현실이며 선제적 대비책을 위한 갈등유형 및 요인분석, 갈등완화에 대한 실태를 분석하는 연구는 미흡한 실정이다. 이에 본 연구에서는 과거 발생된 주요 재난갈등 사례를 대상으로 갈등유형을 분석하고, 대응전략에 대한 고찰을 통해 우리나라의 재난갈등 관리 문제점을 도출하고 향후 개선방향을 제시하고자 한다.
Every conflict has its unique characteristics and peuliar structure, for this reason, to solve the conflict, it is necessary to know what tje conflict is above all. The More serious and complicated the matter is, the deeper understanding and systemastic solution is required. Hance, this study intens to analyze currenr status of disaster conflict management through cnsiderations of main controversial issues factors of conflict induction and effort for conflict alleviation by making an analysis of coflict types occurring by each cause in the process of conflict development with course of time oriented to main disaster cases of the past, as well as by scutinizing conflictive relations among interested parties of conflict observed by each phase.
