북한은 지금까지 5차례에 걸쳐 핵실험을 하면서 하루가 다르게 그 위협이 심화되어 이제는 한국 안보의 최대 위협은 물론 국제사회의 문제가 되고 있다. 북한의 핵 위협에 따라 그동안 군사 분야에서는 킬-체인이나 한국형미사일 방어체제의 구축, 사드 배치 등 주로 군사적 대응조치만 언급되어 왔다. 이러한 군사적 조치만으로 북한의 핵 위협에 대한 대응이 완벽하다면 행정 각부의 비군사 분야에서의 대응조치는 필요 없을 것이다. 1945년 8월 6일, 히로시마에 원폭이 투하되면서 수만 명이 죽고 수만 명이 부상을 입으며수만 명의 전재민이 발생한 것을 보면서 행정 각부의 비군사 분야에서의 대비도 결코 소홀히 할 수 없는 상황이다. 그럼에도 불구하고 우리는 그동안 주로 군사적 대비만 강조해 온것이 현실이다. 북한이 핵을 결코 협박용이나 시위용 만으로 사용하고자 개발하지는 않았을 것이다. 남북간 어떤 위기상황이 발생할 경우, 김정은 체제의 경직성이나 무모한 리더십 등을 고려해 볼때 실제 공격용으로 사용할 가능성이 높다. 북핵 위협이 나날이 가중되는 만큼 군사적 대응조치는 물론, 비군사 분야에서의 대응 조치도 면밀히 검토해야 한다. 히로시마 원폭 피폭 시발생하였던 상황들은 우리가 북핵 위협에 맞서 무엇을 준비하고 어떻게 대응해야 하는지 시사 하는 바가 큰 만큼 이를 면밀히 연구하여 행정부서를 중심으로 북핵 위협에 대응할 수 있어야 한다.
As North Korea has conducted five nuclear tests so far, the threat has deepened, and now it is the biggest threat of Korean security as well as a problem of the international community. As a result of North Korea's nuclear threat, only military countermeasures have been mentioned mainly in the military field, such as the establishment of a kill-chain or Korean missile defense system, and the deployment of THADD. If these measures are sufficient to respond to North Korea's nuclear threat, countermeasures in the non-military sectors of the executive branch will not be necessary. On August 6, 1945, when the atomic bomb fell on Hiroshima, tens of thousands of people were killed, tens of thousands were wounded, and tens of thousands of people were refuges. Nevertheless, we have mainly emphasized military prospects. North Korea would never have developed nuclear weapons to be used only for intimidation or demonstration purposes. If there is any crisis between the two Koreas, Kim Jong Eun is likely to use it for actual attack considering the rigidity of the regime and reckless leadership. As the North Korean nuclear threats are increasing day by day, we must carefully examine countermeasures not only in military response but also in non-military field. The situation that occurred during the Hiroshima A-bomb explosion should be studied closely and we should be able to respond to the North Korean nuclear threat by focusing on the administrative departments, as we have a lot of suggestions on how to prepare and respond to the North Korean nuclear threat.
