문화복지정책의 효과성을 담보하기 위해서는 정책주체들 간의 역할과 권한, 책임에 대한 규명과 함께 정부간에 유기적으로 활동할 수 있는 행정체계와 집행체계의 개선이 필요하다. 이러한 배경 하에서 본 연구는 문화복지정책을 둘러싼 중앙정부와 지방정부의 정부간 관계를 분석하고자 한다. 이를 위해 문화복지를 정책적 측면에서 접근하고 제도와 행정체계를 중심으로 정부간 관계의 형성이 어떠한 형태를 보이고 있는지를 규명함으로써 정책적 함의를 도출하고자 한다. 분석결과, 문화복지정책의 정부간 관계는 중앙집권모형, 하향식 정책집행구조인 것을 확인하였으며, 추상적인 기능배분과 함께 조정 및 연계기능이 부족한 것으로 나타났다. 이를 바탕으로 본 연구는 다음의 몇 가지 정책적 제언을 제시한다. 지방정부를 중심으로 하는 정부간 관계의 재정립이 필요하며, 참여주체별 거버넌스 역량을 강화해야 한다. 또한 지역 특성을 반영하고, 전문인력의 양성 및 자발적 참여를 유도할 수 있는 문화적 기반을 조성해야 한다.
In order to promote effectiveness of cultural welfare policy, it is necessary to clarify the roles, authorities and responsibilities among policy actors and to improve the administrative system and the implementation system that can organically work among the government. In this study, analyze the inter-governmental relations of central government and local governments over cultural welfare policy. For this purpose, the policy implication is sought by exploring the cultural welfare from the policy perspective and identifying the forms of inter-government relations based on the institution and the administrative system. As a result of the analysis, the inter-governmental relations of cultural welfare policies were confirmed to be centralized and top-down policy implementation structures, and it was found that there was lack of coordination and linking function with abstract function allocation. Based on this, this study presents some policy suggestions. It is necessary to re-establish inter-governmental relations centered on local governments and strengthen the governance capabilities of policy actors. In addition, it is necessary to reflect regional characteristics and create a cultural foundation that can induce the professional training and the voluntary participation.
