공정한 법 집행을 해야 하는 경찰조직은 경찰관 개인의 감정 개입을 극도로 경계해 왔다. 하지만, 경찰 조직 또한 인간을 구성원으로 하는 사회적 조직으로서, 인간의 감정은 엄격하고 완벽한 배제는 불가능 할 것이다. 그렇다면, 적절한 감정의 인지와 규제, 활용은 조직의 효율성과 효과성을 극대화시키는데 매우 중요한 도구가 될 수 있을 것이다. 하지만, 국내 경찰관의 감성지능에 대한 연구는 단 한 편이 존재하고 있으며, 그 연구의 결과는 국내 경찰관의 감성지능은 직무수행에 영향을 미치고 있지 않음을 보여주었다. 해외 선행연구와 상반되는 이러한 연구결과의 원인은 무엇인지를 규명하고자 본 연구가 수행되었다. 구체적으로, 본 연구는 경찰관의 감성지능이 어떠한 매개 및 조절변수를 통해 직무수행에 영향을 미치는지를 검증해 보고, 이러한 결과가 한국과 일본 경찰에서 동일하게 나타나는지를 한국과 일본 지방경찰청에서 수집된 데이터(한국: n=146, 일본: n=173) 분석을 통해 검증되었다. 연구 결과, 일본의 경우, 자신 및 타인의 감정 인지와 감정을 활용한 문제해결 등이 직무수행에 직·간접적으로 영향을 미치는 것으로 조사되었으나, 국내 경찰관들에게서 감성지능은 직·간접적으로 직무수행에 영향을 미치고 있지 않았으며, 직무만족 역시 직무수행과 무관한 것으로 나타났다. 즉, 국내 경찰 조직 내에서 경찰관의 감정은 배제의 대상이며, 경찰관 개인의 감성지능은 조직 내 활동에 중요한 요인이 아닌 것으로 나타났다. 연구 결과를 바탕으로, 본 연구는 경찰조직이 비인격적 조직(Impersonal Organization)에서 벗어나, 경찰조직 구성원의 감정 인지와 규제, 감정을 활용한 문제해결이 보다 더 적극적으로 권장되어야 함을 주장하였다.
In order to enforce laws fairly and equally, relying on emotion among police officers has been strictly prohibited in South Korea. As a result, the Korean police organization became a vast impersonal organization in which individual officers’ emotion has not been adequately addressed and managed. Likewise, academia has ignored importance of emotional intelligence (EI) in terms of organizational behavior and management within South Korean police organization. To fill the vacuum of literature on police EI in South Korea, this study was purported to investigate effects of EI and job satisfaction on job performance among police officers. Data were collected from 146 Korean police officers and 173 Japanese police officers. A series of multivariate regression analyses has been conducted. Findings showed that 1) EI does not affect job performance among Korean police officers, but it does among Japanese police officers, 2) job satisfaction does not influence job performance in both countries, and 3) exclusion of personal emotion in terms of job performance was evident in South Korea. Based on the findings, this study suggested policy implications for the future of the Korean police organization.
