오늘날과 같이 지방자치가 중심인 시대에는 지역사업의 현안문제를 해결하기 위해 각 지방자치단체가 주관해서 다양한 프로젝트를 발주하는 경우가 많이 생기고 있다. 이런 프로젝트들은 외부용역사가 시행사가 되고 지방자치단체의 사업부서 공무원이 발주담당자가 되는데 민간기업에서시행하는 프로젝트와 달리 관리가 쉽지 않고 성과가 기대한 대로 나오지 못하는 경우가 자주 생긴다. 그 이유는 발주담당을 맡고 있는 사업부서 공무원이 순환근무 등의 이유로 인해 자주 바뀌기도 하고 또한 프로젝트 시행분야에 대한 전문성이나 이해도가 용역사에 비해 높지 못하기 때문이다. 본 연구는 발주담당을 맡고 있는 사업부서 공무원의 관리 역량이 프로젝트 성과에 얼마나영향을 미치고 어떤 영향을 미치는지 조사하는 것을 목적으로 하고 있다. 연구 자료의 수집은 지방자치단체에서 프로젝트 발주 경험이 있는 공무원을 대상으로 설문조사를 하였으며 통계 분석을통해 가설 검증을 하였다. 실증분석 결과, 발주담당자의 개인역량은 프로젝트 성과에 직접적인 영향을 미친다는 가설은 부분 채택되었다. 관리적 역량이 높을수록 프로젝트 성과에 유의한 영향을미치는 것으로 나타났으며, 이러한 관리적 역량이 개인역량과 프로젝트 성과 사이에서 매개효과를 나타내는 것을 확인할 수 있었다. 프로젝트 유형에 따른 프로젝트 성과에 대한 관리적 역량의차이 역시 부분 채택되었으며, 프로젝트 성과에서 관리 성과가 좋으면 완료 성과가 높은 것으로나타났다. 프로젝트 관리체계가 미비한 실정에서 프로젝트를 이해하고 숙지하는 데 있어 전문성및 목적성 등이 부족한 것으로 해석되며, 이를 개선하기 위해서는 발주담당자들에게 프로젝트 관리 표준화 및 교육 등이 우선적으로 필요하다고 판단된다.
These days local governments deliver many different types of projects in order to satisfy the needs of regional provinces. In these projects, civil servants of the local governments become the ordering customer and private firms become the contractors who actually carry out the project works. Usually, the civil servants do not have as much expertise and knowledge as the private contractors about the projects since they are assigned to the positions by job rotations. Consequently, the performance of the projects are less than desired or expected. The purpose of this study is to examine whether the personal competency of civil servants has any impact on the project performance in those projects ordered by local governments. The research model contains project types as moderating variable and managerial competency as mediating variable. We collected data by using questionnaire from the civil servants who had the experience of supervising the projects in the local governments. The results show that the personal competency of civil servants partially affects the project performance, and that managerial competency played a mediating role between personal competency and the project performance. The moderating effect of project types are also partially accepted. The implication of the study is that it is necessary to provide project management education and training for those civil servants who are involved in supervising the projects carried out by private contractors.
