본 연구는 품질경영(QM) 성숙도 수준과 프로젝트관리(PM) 성과에 영향을 주는 국가의 문화차원을 살펴보고 구체적인 연관성을 실증 분석한다. 이를 위해 국제열핵융합실험로(ITER) 프로젝트의 회원국 중 8개국(러시아, 미국, 일본, 중국, 한국, 영국, 이탈리아 및 프랑스)을 대상으로 Crosby의 QM 성숙도 모델 및 PM의 3대 요소(품질, 일정 및 비용)로 구성된 설문지를 이용하여 QM 성숙도 수준과 PM 성과를 각각 측정 분석하였다. 분석결과를 요약하면 다음과 같다. 첫째, 개인주의 성향이 낮고, 수직적권력간격 및 장기지향 성향이 보통 이상으로 강한 국가(러시아, 중국 및 한국)는 모두 QM 성숙도 수준과 PM 성과가 높게 나타났으며, QM 성숙도 수준이 높은 국가는 프로젝트 성과도 높은 경향을 보였다. 둘째, 통계적 유의성 검정을 위한 한국의 사례분석 결과 전체 5가지 문화차원 중 개인주의, 수직적권력간격, 남성주의 및 장기지향의 차원은 QM 성숙도 수준에만 유의한 음의 관계가 있는 것으로 나타났으며, QM 성숙도 수준과 PM 성과 간의 서로 양의 상관관계가 있는 것으로 나타났다. 본 연구는 QM 성숙도 수준과 PM 성과에 유의한 영향을 미치는 문화차원들을 실증하고 있으나, 본 연구가 대상으로 한 Hofstede의 문화 차원에 대한 비교 연구결과와 일치하지 않는 것으로 나타났다. 이러한 결과는 품질경영 및 프로젝트관리 성과에 영향을 미치는 국가별 문화차원을 명확히 규정하는 것은 바람직하지 않으며, Hofstede의 연구결과와 달리 국가의 문화차원은 조사대상 집단의 성격 및 조사시기에 따라 그 결과가 달라질 수 있음을 시사한다
The purpose of this study is to identify the national cultural dimensions that affecting the quality management(QM) maturity level and the project management(PM) performance and analyze their relationships. For this, the current study investigates the data collected from the survey questions based on the Crosby’ QM maturity model and the Iron Triangle of PM(Quality, Time/Schedule and Cost) for the major 8 countries(Russia, USA, Japan, China, Korea, England, Italy, and France) participating the ITER Project. The results are two folds in this study: First, the countries(e.g. Russia, China, and Korea) who have the tendency of lower individualism, more power distance, and long term orientation show relatively higher performance on QM maturity level and/or the PM performance. In addition, there is a significant correlation between the results of QM maturity level and PM performance. Second, the second survey of this study show different results to that of Hofstede, which indicates that the results of national cultural dimensions can be changed depending on the characteristics of survey participants, survey method, and time of survey, in contrast to Hofstede and Minkov(2013) who revealed that the results of national cultural dimensions remain the same overtime.
