북핵문제는 한반도 평화통일과 동북아의 안전과 직결되고 있다는 점에서 해결하여야 당위적 목표라고 볼 수 있다. 특히 중국과 미국은 북핵의 위험성에 대해서는 동의하고 있지만 투명성의 과정과 북핵 처리 방안에 대해서는 다른 의견을 가지고 있다. 따라서 북핵문제와 관련하여 중미 양국은 갈등관계를 가지고 있어, 2017년 4월 6일 중미 정상회담을 통하여 북핵문제 처리에 대한 협력을 기대하였지만 실패하였다고 볼 수 있다. 중미 양국은 북핵문제의 해결보다는 동북아에서 패권적 지위를 확보하기 위한 세력경쟁에 주력하고 있을 뿐만 아니라 자신의 국가이익만을 고려하는 정책 결정을 하고 있어 그 결과가 우려된다고 할 수 있다. 또한 직접 당사자인 한국의 의사가 고려되지 않고 있는 실정이라고 점에서 당사자인 한국은 어떤 선택을 하여야 할 것인가에 대한 해답은 한국의 안보와 생사에 대한 문제뿐만 아니라 향후 미래를 결정지울 수 있는 매우 중요한 연구라는 관점에서 본 연구는 북핵과 관련한 중미의 태도 및 우리의 선택을 중심으로 연구되었다. 본 논문에서는 먼저 중미간 갈등을 해소하기 위해 개최한 중미 정상회담의 의미와 함의를 바탕으로 중미의 전략은 무엇인가를 분석하고 다음으로 북핵문제와 함께 제기되는 여러 가지 딜레마를 제시하고, 이를 바탕으로 한국이 선택하여야 할 외교 전략과 대처 방안은 무엇인가를 분석하고자 한다.
The North Korean nuclear issue is directly linked to the peaceful reunification of the Korean Peninsula and the security of Northeast Asia. And there is a certain goal that must be resolved. In particular, China and the United States agree to recognize the danger of the North Korean nuclear crisis. However, North Korea's nuclear transparency and treatment have different opinions. With regard to the North Korean nuclear issue, the US has a conflict of interest and failed on April 6, 2017, expecting to deal with the North Korean nuclear issue through the US-China summit. We are competing in the Northeast Asia, rather than solving the North Korean nuclear issue, by recognizing that hegemonic competition is more important. And has a policy that considers its own national interests first. However, it does not consider the Korean physician who is a party. In the same situation, Korea's choice is very important for Korea' s security and security. In this paper, First, we first analyze the meaning, implication, and strategies of the US- China summit held by the US-China Joint Meeting to resolve conflicts. Secondly, we analyzed the dilemma of strategies for resolving the North Korean nuclear issue. Third, we analyzed what diplomatic strategies and measures should be selected by South Korea.
