A suggestion was made by drawing key issues through flow analysis on the ripple effect of the opening of the Arctic Ocean on the Korean economy and its industry. It aims to develop political measures for Korea to penetrate the Arctic Ocean from a macroeconomic perspective. In order to derive causal relationships, opportunities and risks for Korea were analyzed according to climate change, society and international politics as well as economic and industrial environments, with a causal map being created based on the country’s capacity. As a result, most of the derived issues directed technological and industrial aspects. As such, it is necessary to connect nurturing professional talents with projects for supporting polar region R&D and relevant fields. In particular, entering the Arctic Ocean would increase the possibility of breaking into the ocean industry; therefore, it is required to develop the industry along with the new Korean ocean industry and strengthen the profession. It is necessary to prepare systems to help companies penetrate the industry by predicting not only North Pole routes but also various projects and derived areas.
