이 논문은 최근 들어 공공서비스의 정부간 거래가 부각되고 있음에 주목하고, 정부간 거래의 문제점과 개선방안을 모색하고자 하였다. 기존의 해외개발방식과 달리 최근 주목받고 있는 해외개발방식의 특징은 특정 사업 분야에 대한 직접적이고 물리적인 재화와 서비스뿐만 아니라 공공서비스의 관리와 운영을 위한 노하우까지 함께 제공하는 패키지 방식이 선호된다는 것이다. 일명 ‘공공서비스의 정부간 거래’로 불리는 새로운 해외개발방식은 기존의 공적개발원조(ODA)나 기업-정부 거래(B2G)와는 다른 새로운 형식이다. 이러한 변화는 기존의 개발 방식과는 다른 법률, 제도 및 운영방법에 대한 논의를 요구한다. 이런 점에서 본 논문에서는 서울시의 공공서비스 해외진출 사례를 바탕으로 공공서비스의 정부간 거래의 문제점을 도출하고, 이를 보완하기 위한 개선방안을 제시하였다.
This paper focuses on the government to government(G2G) or inter-governmental transaction of public services, and looks for problems and improvements of it. One of the overseas development methods that have been attracting attention recently, unlike existing methods, is a package method that provides not only direct and physical goods and services for specific fields but also know-hows for management and operation of the public services. The so-called 'G2G transaction of public services' is a new form of overseas development methods that differs from existing public development assistance(ODA) and corporate government transactions(B2G). Therefore, it is necessary to discuss on the laws, institutions and operating methods of G2G that are different from existing development methods. In this respect, we are to seek a revitalizing measures of the G2G transaction of public services on the basis of Seoul's overseas expansion policy of public services through G2G transaction and public-private partnership.
