지방자치와 주민복리의 증진을 도모하기 위해 설립된 지방 공기업은 그 간 방만경영, 도덕적 해이 등으로 인해 부채가 나날이 증가해 사회적 문제로 대두되고 있다. 이에 본 연구에서는 지방공기업의 부채를 해소하고, 재정건전성을 도모하기 위한 방편으로 지방공기업의 수익성에 미치는 영향요인을 살펴보기 위해 전국 광역자치단체 15개 개발공사를 대상으로 회귀분석하였다. 가설검증 결과, 지방공기업의 수익성에 미치는 영향요인 중 부채비율은 총자산순이익률에 있어 부(-) 의 영향관계에 있는 것으로 분석되었고, 관할 지방자치단체의 채무비율 또한 지방공기업의 총자산순이익률과 자기자본순이익률 등에 부(-)의 영향 관계에 있는 것으로 분석되었다. 이러한 연구결과에 근거하여 지방공기업의 수익성 제고를 위해서는 합리적 수준에서의 지방공기업별 맞춤형 부채관리와 지방공기업을 관리, 감독하는 관할 지방자치단체의 재정건전성의 확보가 선행되어야 할 것이다. 이를 위해 중앙정부 차원에서의 분권형 지방세제 개편을 포함한 재정적 지방분권과 지방 공기업의 재정건전성을 확보할 수 있는 중앙정부 차원의 강력한 정책추진과 이를 뒷받침할 법적, 제도적 장치의 마련이시급할 것으로 판단된다.
Local public enterprises established to promote local autonomy and the welfare of residents are increasingly facing social problems due to the increase of the debt due to the Disillusioned management and the moral hazard. The purpose of this study is to analyze the factors affecting the profitability of local public enterprises focused on the Metropolitan Government Development Corporations of the Country as a way to solve debt of local public enterprises and to promote Financial soundness. As a result of the hypothesis test, it is analyzed that the debt ratio among the factors affecting the profitability of the local public enterprises is negative(-) in the ROE(Return On Assets). In addition, the debt ratio of the local governments under the jurisdiction is also influenced by the negative(-) ROA(Return On Assets) and ROE(Return On Equity) of local public enterprises. In order to improve the profitability of local public enterprises based on these research results, it is necessary to prioritize the management of tailored debt for each local public enterprise at a reasonable level and to secure the fiscal soundness of local governments in charge of managing and supervising local public enterprises. In order to achieve this, the central government has to be financially decentralized, including a decentralized local tax system reform. In order to secure the financial soundness of the local public enterprises, it is urgent to prepare the central government's strong policies and legal and institutional devices to support them.
