본 연구는 서울지역 N장애인복지관의 서비스 환경 변화에 따른 대응 과제를 세계적일치성, 지역적 연계성 그리고 개별적 차별성이라는 세 차원의 힘이 교차하는 지점에서도출하고자 하였다. 세계적 일치성은 지원패러다임을 이론적으로 상정하였으며 지역성과 개별성은 서울지역과 N복지관을 관찰하였다. 개념도를 활용하여 관찰한 결과, 중증화와 고령화 되고 있는 이용자를 위한 지원체계 구축, 개별 장애인의 삶의 터전으로써지역공동체의 개발, 이용자와 제공자의 권리 의식에 맞는 사람중심경영, 개별 유연화 지원을 실천하는 전문가의 양성 그리고 개별 조직에 적합한 성과관리 체계의 구축 등이장애 서비스 현장의 변화에 대응해야 하는 개별 장애인복지관의 과제로 나타났다.
The purpose of this study is to deduce the faced challenges of the rehabilitation centers in Seoul from the intersection of the three dimensions of global consistency, local relevancy and personal differentiation. The global consistency theoretically assumed the support paradigm and the locality and individuality were observed in the Seoul area and the N center. As a result of observation using the concept mapping, it was found that the support system for the users who are becoming server and aging, the development of the local community as the basis of living of the person with disabilities, the person-centered management suited to the consciousness of users and providers, and the establishment of a performance management system suitable for each individual organization.
