본 연구는 망중립성 논의의 대상인 인터넷 망에 대하여 재화분류 틀을 적용하고 전문가 인터뷰를 활용하여 재화적 성격을 해석적으로 살펴보고자 한다. 연구결과 인터넷 망은 재산권 측면에서는 사적재이지만 사회적으로는 공유자원으로 인식되고 있다. 아울러 공공재 및 클럽재의 성격과 함께 가치재 및 정보재의 특징도 복합적으로 가지고 있다. 이런 점에서 기존 재화분류 틀에서 벗어나 인터넷 망을 ‘유사공유자원'으로 규정하는 것이 적절하며 망중립성 정책형성에 있어서 이러한 재화적 성격에 따른 재화의 공급과 이용을 고려해야 할 것이다. 본 연구가 가지는 이론적·정책적 의의는 사업적 이해관계 중심의 기존 망중립성 논의를 재화적 성격의 접근으로 확장하였다는 점에 있다.
This study is to analytically examine the goods features of Internet network which is the main object of network neutrality argument. It has been carried out with the classified frame and the expertise group interview. The finding shows that Internet network is the complicated quasi common-pool resources. Consequently, the network neutrality policy should be set up in the consideration of the goods features of Internet network, especially in the view of supply and demands. This study has made a contribution theoretically by extending the scope of discussion on network neutrality.
