우리나라는 시민교육적 전통이 오래된 나라는 아니지만 최근 변화된 사회에 적합하면서 새로운 통일을 대비한 민주시민교육의 기준과 내용의 설정은 대단히 중요한 과제가 아닐 수 없다. 한마디로 민주시민교육은 통일 이전에는 평화적 통일을 준비하는 국민적 자세확립을 위한토대를 마련하고, 통일 이후에는 분단의 역사를 극복하며 남북한 주민 간의 사회통합을 이끌어내는 원동력이 된다는 점에서 매우 중요한 현안과제라고 할 수 있다. 따라서 본 연구에서는 통일대비는 물론 통일 이후 효율적인 사회통합을 위한 대비 차원에서 민주시민교육이 지향해야 할 올바른 방향제시 및 효과적인 민주시민교육 추진방안을 제언하고자 하는 것이 주된 목적이다. 이러한 목적을 위하여 먼저 민주시민교육의 의의와 필요성 등 이론적 고찰 및외국의 운영사례에 대하여 살펴보았다. 이어서 한국 민주시민교육의 실태를 파악해본 후 통일대비 및 통일 이후의 효율적인 사회통합을 위한 민주시민교육의 내용과 과제를 고찰해 보았다. 본론에서는 민주시민교육이 지향해야 할 기본방향 및 효과적인 추진방안을 제언함과 아울러 효과적인 민주시민교육 추진을 위한 선거관리위원회의 역할에 대해서 간략히 제시해보았다.
A ceration of standard and content of democratic civil education which is appropriated to this changed society lately and is ready for a new unification is very important task although Korea has short history of civil education. In a word, an education of democratic citizen is very significant task because not only it will prepare the ground for an establishment of a national attitude about preparing for peaceful reunification before the unification but will be a driving force. that will overcome the history of division and draw social unification between South and North after the unification. Thus, a guidance of a correct direction and an effective progress plan that democratic civil education must follow for an efficient social integration after unification as well as a preparation of unification are the main objects in this study. First, I examined theoretical consideration, the significance and the necessity and foreign operation cases related to the democratic civil education for this purpose. Next, I considered the actual conditions of the democratic civil education in Korea contents and tasks of democratic civil education which is for an efficient social integration after unification as well as a preparation of unification. From the subject, I suggested briefly a basic direction and an effective progress plan which the democratic civil education must seek and in addition the role of National Election Commission for an effective management of democratic civil education.
