한국 사이버 공간은 ‘해커들의 놀이터’라는 평가를 받아왔는데 이는 인프라는 잘 돼 있는데보안이 나쁜 곳이란 의미다. 마이크로소프트사(MS)는 해마다 Security Intelligence Report(SIR)를 통해 국제 악성코드 감염동향을 발표하는데 한국은 2010년, 2012년 세계1위를 차지했다. 원인은 한국 민간을 포함 거의 모든 분야에서의 보안 인식이 부족하고방어적, 공격적 해킹 능력이나 관련 기술 부족 등이 이유이다. 한국의 관련기술 부족문제는2015년 국가정보원의 RCS(리모트컨트롤시스템) 사건으로 짐작할 수 있다. 한국의 고도 악성코드 감염률이 단지 국제 해커들의 공격에 의한 사이버 범죄 확산만이 아니라 적대국가의사이버 공격에 취약한 환경을 조성하고 궁극적으로는 한국의 국가안보가 위협받는 상황을초래하게 된다. 근본적으로 한국의 사이버 공간이 청결하고 안전해져야 한다. 이 대안으로보안 강화, 사이버 전 방어 및 공격 능력 확충과 함께 사이버 침해나 공격 대응에 많은효과를 거양하고 있는 사이버범죄조약(Convention on Cybercrime) 가입을 고려할 필요가있다. 동 조약의 효용성과 가입효과를 판단하기 위해 조약 가입국들의 사이버조약 가입 전후상황을 분석⋅평가한 결과 대부분 긍정적인 효과가 있었다. 주권 및 개인정보보호 침해 가능성등 한국이 조약 가입을 미루고 꺼려하는 여러 이유가 있으나 이를 향후 한국 인터넷 영토를안전하고 청결하게 만드는 대안 중 하나로 고려할만 하다.
South Korea’s cyberspace has been a playground of many international hackers over the years. This negative reputation is due to lagging capacity for maintaining secure environment on a top level efficient internet infrastructure. According to Microsoft’s annual “Security Intelligence Report”, Korea’s malware infection was the highest in the world in 2010 and 2012. This is due to the lack of the appreciation on internet security and related technologies for more defensive/offensive countermeasure. This factor was demonstrated during the so-called, “2015 National Intelligent Service RCS(Remote Control System) Scandal” when the top Korean intelligent service was compelled to use a foreign software for the research on a surveillance app. While the North Korean and Chinese onslaughts against South Korea’s cyberspace is being continued, Korea is having difficulty maintaining a safe and clean cyberspace environment. In order to alleviate this condition, it’s time South Korea considers joining Convention on Cybercrime (CoC). South Korea has many reasons for not joining CoC for sovereignty and privacy reasons: however, this could bring many positive benefits to secure a safe environment for South Korea’s cyberspace especially in the short term as the technology development and boost in the awareness of cyber security will take long.
