The cause of the Ferry Sewol incident is blamed simply for the absence of a disaster response system, such as superannuation of an old ship, failure to take immediate measures against the accident, inadequate safety education, etc. However, tracing back to its origin, it is possible to discover the cause of the accident in deregulation of ignorance in safety, such as abolition of the persisting period for a passenger ferry, alleviation of safety ship standards, extension of the ship inspection cycle, etc., which were carried out under the cloak of the solution to a shipping company’s operating deficit and management efficiency. In other words, the decision-making of policy makers regarding deregulation was already done by putting first the happiness of the majority and lessening of the economic burden of shipping companies instead of the safety of people, and this already-fixed policy allowed Ferry Sewol, which should have been scrapped, to be in service again. Consequently, this decision-making process led to a tragic disaster. This study, concerning the regulation and reformation done in relation to policy-decision, made an in-depth analysis of the policy decision from the utilitarian position aiming for pursuit of happiness in the majority, a moral perspective aiming for every individual’s basic human rights and life, and the position of a neutral theory which reflects all the above.
