본 연구는 장애인복지법에서 규정하고 있는 중증장애인 직업재활사업으로 분류되고 있는 직업재활시설운영과 장애인복지관 직업재활사업, 중증장애인 직업재활지원사업, 장애인복지일자리 사업, 장애인생산품판매시설, 생업지원사업을 포함하여 중증장애인생산품우선구매사업 등을 대상으로 실태와 문제점 분석을 통해 개선방안을 제시하였다. 연구결과에서 제시된 개선방안을 요약하면 첫째, 첫째, 중증장애인 직업재활사업을 전체적으로 모니터하고 관리할 수 있는 컨트롤타워가필요하며, 둘째, 중증장애인직업재활 지원사업과 장애인복지관, 직업재활시설의 사업을 일원화 힐필요가 있으며, 셋째, 발달장애인을 위한 직업재활사업의 체계를 정비할 필요가 있으며, 넷째, 직업재활시설 평가의 주체를 전환할 필요가 있으며, 다섯째, 중증장애인의 직업재활 문제를 실업대책사업과 연계하여 전체적인 지원범위를 확대할 필요가 있으며, 여섯째, 중증장애인 서비스 우선제도를 도입할 필요가 있으며 일곱째, 사례관리체계를 구축할 필요가 있으며 마지막으로 중증장애인 직업재활사업의 필요성에 대한 인식과 접근의 변화가 필요하며, 또한 직업재활사업은 광의적인 관점에서 보면 복지문제이지만 직업과 노동기본권이라는 권리와 기술문제이다. 직업재활사업의 전문화와 사업의 고유성을 인정하고 접근할 필요가 있다.
The objective of this research is on improvement ways of vocational rehabilitation services in Korea, making a comparison of government data and primary data as a part of measures to promote integrated employment of an individual with the most significant disabilities. Based on the results of the studies, the improvement of vocational rehabilitation are as follows. First of all, it is necessary to monitor and manage as a control tower. Second, it is need to integration between the support service for the most significant disabilities and vocational rehabilitation services of community rehabilitation centers. Third, it is necessary re-structure of the vocational rehabilitation services for people with development disabilities. Fourth, it is need to integrate Sheltered workshop’s evaluation. Fifth, it is need to expand the scope of support through networking the vocational rehabilitation services for people with development disabilities and unemployment policies. Sixth, it is need to introduce a system of priority of vocational rehabilitation services for people with development disabilities. Seventh, it is need to build a case management system. Finally, it is need to change awareness the vocational rehabilitation services for people with development disabilities and approach skills.
