북한의 잠수함발사탄도미사일(SLBM: Submarine Launched Ballistic Missile, 이하 SLBM)은 군사적 무기이다. 이러한 군사적 무기에는 군사적 수단을 이용한 대응이 선행되어야 한다. 효과적인 대응을 위해 우리의 강점을 이용한 군사적 수단과 방법을 이용하여 북한의 SLBM을 상쇄(Offset)할 수 있는 능력을 확보하여 억제하고, 억제 실패 시 방어를 할 수 있어야 한다. 이를 위해 우리가 가져야 하는 전력을 정량적인 방법을 통해 분석하여 전력건설의 우선순위와 방향에 기여하고자 한다. 북한의 SLBM운용전술을 기준으로 평가 하면, 임무구역으로 이동하는 잠수함에 대한 전략대잠전을 수행 할 수 있는 전력의 확보가 가장 시급하며, 정박단계 및 SLBM발사 이후의 단계는 기존의 Kill-Chain, KAMD의 능력의 확장으로 대응이 가능할 것으로 판단하였다. 구체적으로 북한이 2년내에 SLBM을 전력화 하여 실전배치 할 것이라는 평가를 기준으로 2018년 이내에는 탐지를 위해서는 도입이 결정된 글로벌 호크, 해상초계기, 이지스함을 기 계획된 데로 사업을 추진하거나 추가적인 도입이 필요하다. 타격을 위해서는 북한의 방공망을 피해 신속히 무력화 하는 능력을 위해 현재의 순항미사일의 속도 개량, 잠수함 추가건조, 현 이지스함에 SM-3운용과 탄도탄 방어를 위한 성능개량이 필요하겠다. 2018년 이후에는 해상전용으로 만들어진 트라이톤 UAV를 포함해 국산 중·고고도 UAV, 국산화 된 다기능위상배열레이더를 보유하는 것이다. 타격을 위해서는 미국에서 개발이 진행 중인 해양플랫폼에서 바로 발진 하여 항내의 SLBM을 바로 타격 가능한 무인기, 스노켈 없이 끝까지 탐지한 잠수함을 지속적으로 추적해 타격이 가능한 핵추진잠수함, 그리고 탄도탄이 수중에서 발사되어 속도가 낮은 부스트 단계에서 격추가 가능한 요격능력을 갖춘 요격탄이 필요하다.
North Korea asserts she completes SLBM(Submarine Launched Ballistic Missile) development and it will enter service soon. This paper explores the written to find direction of combat development for offsetting North Korea’s SLBM. For this purpose, it analyzes the alternative forces for the South Korean military using quantitative method. As a result, the future forces are suggested based on the estimated SLBM’s operational three phases which is port stage, movement toward mission area stage, and SLBM launch stage. For the port stage, South Korea need capability for 24 hours surveillance and neutralizing Gorae class SLBM submarine at port. For the capability, Global Hawk class UAV, and enhanced cruise missiles are the best force. Second, to contact, identify, attack the submarine moving to the mission area, South Korea need Anit-Submarine Warfare aircraft and nuclear-powered submarine. Third, to intercept SLBM in the mid-course phase, SM-3 is assessed the highest score and to be acquisited as much as the number of SLBMs. This paper will contributes to execute necessary acquisition projects to offset SLBM in a timely manner so that we achieve necessary preparations against North Korean additional nuclear threat(SLBM).
