이글은 한국정부의 중국동포정책이 지니는 통일 및 경제 측면에서의 의의를 조명하는 데에 목적이 있다. 지금까지의 중국동포정책은 외국인 출입국 및 노동자정책 차원에서 진행되었다. 중국이 미국과 더불어 세계를 지배하는 이른바 G2 시대의 도래와 한반도의 통일을 앞둔 시점에서 중국동포정책은 그러한 기존의 패러다임을 뛰어넘어야 한다. 1992년 한중수교 이후중국동포들은 이미 한중관계의 발전, 그 중에서도 한국기업의 중국진출에기여하였다. 남북한관계 및 한반도 통일과 관련하여서도 중국동포들은 큰역할을 할 수 있다. 이제 중국동포정책은 통일외교정책 및 통상정책과 반드시 연계되어야만 한다. 중국동포에 대한 동정이나 혐오의 차원을 벗어나서 그들이 지닌 전략적 가치에 주목하고, 그에 맞게 중국동포정책을 재조정할 때다. 중국동포에 대한 재외동포법 시행령 상의 차별을 실질적으로제거함으로써 중국동포를 매개로 한 한중간의 통상(通商)과 인적⋅문화적교류의 수준을 한 차원 더 끌어올릴 필요가 있다. 중국동포는 전체 체류외국인의 30%가 넘고 그 중에는 정주(定住)의도를 가진 사람들이 많으므로이들에 대한 국민 인식을 개선하고 이들의 사회통합을 위해 더 적극적으로정책적 노력을 기울여야 한다.
This article aims to describe the process and problems of South Korean government’s policy towards Korean-Chinese and suggest its implications regarding Korean reunification and South Korea-China economic relations. Until now it focused on managing them as one of immigrant workers. However, in the presence of the G2 era and Korean reunification, it has to take a completely new perspective. Since 1992, when China and South Korea formally established diplomatic relations, Korean-Chinese have already contributed to the development of South Korea-China relations, especially Korean companies’ entering into Chinese consumer market. They have not really played a role in the inter-Korean relations and Korean reunification yet, but they have a great potential to improve the inter-Korean relations and help realize Korean reunification in due time. Therefore, South Korean government’s policy should be necessarily linked to its Korean reunification policy and South Korea-China economic relations. It is time for us to think much of the strategic values of Korean-Chinese and reconstructing our Korean-Chinese policy instead of either having compassion on them or hating them. It needs to deepen the economic, social and cultural exchange between South Korea and China through Korean-Chinese by removing the provisions discriminating Korean-Chinese from the Law on Ethnic Koreans Abroad and its enforcement ordinance. South Korean government should make efforts to improve South Korean perceptions on Korean-Chinese migrants and helping them to be better integrated into South Korean society as well.
