화장률 증가에 따라 화장시설이 주민의 편의시설로의 인식되고, 화장문화 정착을 위한 방안 모색이 필요하다. 본연구는 현재 화장시설 사용료의 현황과 운영실태, 요금체계의 문제점을 분석한 후 화장시설의 요금체계 합리화 방안을제시하고자 한다. 전국의 화장률과 화장시설 이용요금, 서울시 추모시설의 3개년 관내･외 이용현황 자료를 수집하여 분석 자료로사용하였다. 각 지역별 화장률과 화장시설 사용료의 상관관계를 분석한 후, 1구당 화장시설 이용금액을 산출한다. 분석결과 관내･외 지역으로 구분하여 화장이용 요금을 받는 것은 화장률을 높이는 유인책이라고 볼 수는 없다고판단하였다. 화장시설의 차등 요금제는 지역 간 비형평성을 형성하여 신규 화장장 설치의 저해 요인으로 작용할 수있다. 화장시설 사용료 개선을 위한 방안은 화장시설 이용요금 산정의 합리적 기준 제시가 필요하다. 구체적인 기준은 구의무게별로 요금을 차등 부과해야 한다는 것과 이용시간 때별 차등 요금을 부과하는 방안이 있다. 다음으로 화장시설이용요금관련 법 제도적인 측면에서 비록 화장사용료에 대한 기준이 모호하게 있지만 구체성을 띈 조례에 대한일괄적인 기준이 필요하다. 마지막으로 조건부 화장장려금 지원 방안으로서 현행 화장장려금 역시 화장수요에대응하기 어렵답고 판단되며, 합리적인 기준방안을 마련하여 장려금을 지원해야 할 것으로 판단하였다.
This study argues that the important thing is to come up with a measure to settle proper cremation culture so that crematory facilities can be recognized as resident’s convenient facilities. In this respect, this study estimates that a current charging system of crematory facilities has a lot of problems. Therefore, this study inspects an operation condition and a charging system of the facilities, analyzing the problems and suggests an appropriate measure to enhance a charging system of crematory facilities In an effort to meet the conditions, authors gathered data of the nation’s cremation rate, a payment system of crematory facilities, a three-year-balancing accounts of Seoul Metropolition facilities Management Corporation, and the current status of use of inside and outside Seoul metropolition Memorial Park The study analyzes the correlation coming from a difference on regional cremation rate and a fee system of crematory facilities. In addition, the study calculates utilization cost per corpse in order to count an actualization of the utilization cost of crematory facilities After analyzing the condition, the authors estimated that receiving utilization cost as a form of differentiating inside facilities from outside ones does not make an inducement to increase cremation rate. Rather, differential rate system is likely to create inequality between regions and can be an obstacle to build new facilities In a measure to improve these, first of all, it is needed to suggest a reasonable standard on calculating charging system of the facilities. There are two ways of a reasonable standard. One is to charge differential usage rates by weight of corpse. The other is to apply differential rates according to the time of use. Secondly, in view of legal system on using crematory facilities, it is needed to present across- theboard criteria on a specific form of ordinance Finally, the existing grant of crematory is also not a proper way to cope with the demand on cremation In conclusion, the authority is encouraged to make a reasonable measure to aid a grant.
