본고는 동학농민운동의 전개과정에서 동학농민운동이 ‘혁명성’을 갖게 된 사건이라 할 수 있는 백산대회를 부안지역의 동학농민운동의 관점에서 고찰한 것이다. 부안지역의 동학농민운동은 김낙철, 김낙봉 형제의 활동을 중심으로 전개되었다. 김낙철, 김낙봉 형제는 최시형의 직계인 ‘북접’ 계열의 인물이이었다. 그는 고부농민봉기를 민요라 판단하였고, 부안군수와 협력하여 ‘탁란배’를 단속하는 등 군내의 치안을 유지하는데 크게 기여하였다. 또한 황토현전투에 참여한 것도 손화중이 부안군수 이철화를 처형하려 하자 이를 막기 위한 것이었다. 이와 같은 그의 활동은 그가 최시형의 직계이기 때문만이 아니라 요호부민으로서의 그의 사회경제적 위치에서도 비롯되는 것으로 판단된다. 백산대회의 경우 기존의 연구에서 백산대회 자체를 부정하거나 백산대회 일자를 다양한 기록에 의해 추정하는 등 논란이 많았으나 이번에 발굴된 『鴻齋日記』에서는 그 동안 논란이 되었던 백산대회에 대해 1894년 3월 25일 동학농민군이 백산으로 진을 옮겼다고 기록하여 오지영의 『동학사』의 기록을 뒷받침하고 있다. 그러므로 지금까지 백산대회의 유무와 일자 추정과 같은 논란은 더 이상 없어야 한다고 생각된다. 다만 『동학사』에 수록된 백산대회 격문의 발표 일자와 경위에 대해서는 보다 깊은 연구가 필요하다. 무장창의문은 정부에 간청 혹은 청원하는 내용이었고, 백산대회의 격문은 정부에 대해 투쟁하자는 것이므로 백산대회의 격문이 발표된 이후 동학농민운동은 혁명성을 갖고 치열하게 전개되었으리라는 점은 명백하다고 할 것이다.

This writing contemplates BaekSan Meeting, which is an incident that allowed Donghak peasant movement to have its revolutionary in its process of development, from the perspective of Donghak peasant movement of Bu An region. Donghak peasant movement of Bu Ah region is processed under brother of Kim Nakchul and Kim Nakbong. Kim Nakcheol and Kim Nakbong are people of ‘Northern Party’, who are descendants of Choi Sihyung. He regarded Peasant Revolution as a civil commotion, and contributed in maintaining public order within the group by cooperating with Bu An governor and managing ‘Tak Ran Bae’. Furthermore, they participated in Hwang To Hyung war to prevent Son Hwajoong from assassinating Bu An governor, Lee Cheolhwa. Such activities by him was not only because he was descendants of Choi Sihyung, of also judged to be because of his socioeconomic position as Yoho wealthy peasants. In case of Baeksan Meeting, there were many research that negates the existence of Baeksan Meeting or assumes the date of the meeting through various records. Yet, in recently excavated 『鴻齋日記』, regarding Baeksan Meeting which has been controversial, it records that Donghak peasants has moved the camp to Baeksan in March 25th, 1894, which backs up the records 『Donghaksa』 by Oh Jiyoung. Hence, there should be no more controversies regarding existence and exact date of Baeksan Meeting. Yet, there should be further investigation regarding announcement date and incidents of Baeksahn declaration contained in 『Donghaksa』. Mujang Rebellion Writing was about entreating or petition towards the government, and declaration of Baeksan Meeting was about striking against the government. Hence, it seems obvious that Donghak Peasant Movement has its revolutionary and fiercely processed after the declaration of Baeksan Meeting has been announced.
