인공지능에 필요한 데이터는 인터넷이라는 공유지 위에서 축적되었다. 따라서 이런 데이터를 활용해서 만들어진 인공지능은 공유자산에 속하며 그것이 만든 부의일부에 대해서는 모든 사람이 분배받을 권리를 가지고 있다. 인공지능으로 초과이윤을 얻는 기업은 지대를 수취하고 있는 것이다. 데이터를 제공한 사람들이 아무런보상을 받지 못한다면 수탈당하고 있다고 할 수 있다. 기본소득은 지대 수취라는불공정한 상황을 교정하기 위한 정책이다. 섀플리 가치는 모든 가능한 순서하에서각 사람의 공헌에 대한 가치를 측정한다. 그것은 기회균등이라는 조건하에서 효율적이고 기여 공정한 분배를 추구한다. 기본소득은 모든 사람에게 섀플리 가치를 보장하기 위한 정책으로도 해석할 수 있다.
The data needed for making artificial intelligence were created in the commons. Artificial intelligence is thus a common asset, and we all have rights to the income generated by that asset. Prosumers who provide data are exploited when they receive nothing in return for their efforts. Basic income is a policy to correct this unfair situation. The Shapley value measures each player’s contribution in every possible order. It seeks efficient and fair distribution based on contributions, in conditions of equal opportunity. Basic income can guarantee every individual his or her Shapley value.
