The purpose of the research, as in the past, will be a collaboration between the Middle East, Africa and Europe, is to create a win-win passway. Each has tried also to support and enable the role of the triangle and the Middle East to the cross-economic cooperation in Europe, Middle East-Africa. The paper reviewed the relationship among them can act in the same composition as the new substitution. In the long term, it will have to solve the problems of religious and social issues and economic cooperation. However MNCs make refugees help to assist activities, then it is to a big change in the marketing, production and consumption. Each government should also provide a smart city(the living grounds of regional industrial development) like Israel of which built a smart local and spatial concepts for refugees to adapt social changes. The results, are that need aggressive moves on refugee issues which presented the security settlement and the communities in the Mediterranean area with the cross-cooperation about refugees. Supporting skills training to them to be technical workers, it can be actively participated them in the cultural convergence society which companies export or utilize. Mediterranean areas is not to increase the sunk cost and unemploy and it shows the importance and expectations.
