비와코 운하는 당시 물 공급 이상의 교토시민들의열정과 혁신을 떠올릴 수 있는 과학기술이 결집된 꿈의 사업이었다. 대규모 토목공사를 통해 주운(舟運)을개시함과 동시에 일본 최초의 수력발전소로 전력을 공급하고, 독특한 방식의 수로운송을 채택하여 지형적한계를 극복한 공학적인 지식과 과학기술이 집결된 근대화 프로젝트이다. 1200년 고도 교토의 전통공간으로써 유무형 문화유산 가치를 지닌 비와코 운하는 과학기술적인 요소뿐만 아니라 다양한 상호관계를 통해 얽혀있는 문화적 의미를 내포하고 있다. 비와코 운하는교토지역의 정원, 사찰에 물을 공급하기 위한 기능뿐만 아니라 지리적․환경적 배경, 시대상, 지역 발전 정책, 정치 상황, 종교 등 다양한 콘텐츠가 복합적으로인과관계를 나타내며 이루어진 문화적 산물이다. 본 연구는 교토의 근대화를 추진하는 과정에서 이루어진 비와코 운하 건설을 중심으로, 그 시대가 추구하고자 한 세계관을 통해서 문화적 측면과 기술적 측면을 융합하여 비와코 운하의 가치를 다각적으로 해석해보고자 한다.
Lake Biwa Canal was a dream project thatreminds us the passion and innovation of KyotoCitizens more than water supply. It is amodernization project combining engineeringknowledge and scientific technology, which startedtransportation by ship through big-scale civilconstruction as well as supplying electricity as thefirst waterpower plant in Japan, and it overcame thephysiographic limit through adopting unique methodof waterway transportation. Lake Biwa Canal,which has tangible and intangible culture heritagevalue as the traditional space of Kyoto, the OldCapital of 1200 years, conceives a cultural meaningthat is connected through various mutual relation aswell as scientific technologic factor. Lake BiwaCanal is not only the function for supplying waterto gardens and temples of Kyoto region, but it isalso a cultural fruit that is formed by complexcausal relationship of various contents such asgeographical and environmental background, thephases of the times, local development policy,political circumstances and religions. This study is aimed at interpreting the value ofLake Biwa Canal multilaterally by the convergenceof cultural and technological aspects through theview of the world which the age tried to pursue,focusing on the construction of Lake Biwa Canalwhich was accomplished in the process of promotingthe modernization of Kyoto.
