The purpose of dam constructions has been changed to improve welfare of people through environmentally sound and sustainable development and management of water resources. To do so, an environmentally adjusted cost benefit analysis has been requested, yet what environmental attributes should be included when considering the economic value of the environment remains controversial. Using a Delphi method this study seeks to develop environmentally important attributes in order to value the environment that might be altered from dam construction projects. As a result of thorough literature review and two separate expert surveys, three attributes for environmental benefits and two attributes for environmental costs have been decided. The attributes derived from this study can be referred in decision making process for dam constructions, and can be included in the cost benefit analysis of each projects.
