이 연구는 직업재활 전문인력의 정책에 관한 현황 제시, 문제점 논의, 향후 방향 설정에 목적이 있다. 이를 위하여 보건복지부의 관련법과 2005년 장애인복지사업안내, 노동부의 관련법에서 직업재활 전문인력의 양성, 자격 부여, 배치 등에 관한 정책의 현황을 살펴보았다. 또한 한국직업재활학회에서 정하고 있는 직업재활사의 양성이나 연수 규정, 수화통역사와 점역사의 자격에 관한 사항도 살펴보았다. 그리고 보건복지부와 노동부의 직업재활 전문인력 정책이 갖고 있는 문제점을 비교 논의하였고, 한국직업재활학회의 직업재활사 양성 적절성에 관한 논의도 제시하였다. 그리고 마지막으로, 향후 직업재활 전문인력의 양성, 자격, 배치와 관련된 보건복지부와 노동부의 정책 방향과 한국직업재활학회의 역할을 제시하였다.
The purpose of the study was to present current status, to discuss problems, and to set future directions of the training, certificate, and placement of vocational rehabilitation specialists in Korea. To achieve the purpose, the study reviewed vocational rehabilitation specialist policy in related laws and Guidebook of Welfare for People with Disabilities in 2005 in the Ministry of Health and Welfare(MOHW), and related laws in the Ministry of Labor(MOL). Also, the study investigated the regulations regarding certificate, preservice training program, and inservice training of vocational rehabilitation specialist in the Korean Society of Vocational Rehabilitation(KSVR), and regulations of sign language interpreter and Braile interpreter and correctioner. The study compared the policies of MOHW and MOL and discussed problems of the current government policy about vocational rehabilitation specialists training, certificate, and placement. Also, the study presented the appropriateness of the certificate and training regulations of the KSVR. Finally, policy directions of the Ministries and role of the KSVR were followed.
