This study tried to test mass media framing effect that has an impact on American public's opinion about the North Korea's nuclear issue as a foreign policy. It paid attention to the North Korea's nuclear issue which has evolved especially during the period from March of 1993 to October of 1994. The study investigated in detail how the shift in the news 'frame' of the North Korea's nuclear issue in the process of the issue evolution affected the public's opinion formation about the government's policy to solve the problem. Major finding of the present study was that changing salience of certain aspects of the issue had a substantial impact on public support for an important policy option such as a military action at foreign policy level. The longitudinal analysis showed that public approval rate of “going to war against North Korea” had fluctuated with the salience of certain frames over time.
