유럽의 통합과정에 나타난 문화정책은 우리에게도 시사하는 바가 크다고 하겠다. 유럽의 통합은 ‘심층화’와 ‘광역화’로 규정해 볼 수 있는데, ‘다양성 가운데 단일성’은 유럽의 정신사에서 가장 널리 쓰이고 있는 화두이며, 유럽의 정신적인 이념 내지 교육적인 과제로 자리매김하고 있다.오늘날까지도 유럽의 문화정책을 주도하는 가장 중요한 기관 가운데 하나인 유럽평의회의 문화정책은 유럽의 정체성을 고양시킴으로써 문화민주주의가 한층 더 발전할 수 있다는 인식을 전제로 하고 있다. 만일 민주주의와 인권, 문화의 다양성을 지키기 위한 유럽평의회의 끈질긴 노력이 없었더라면, 중부유럽과 동부유럽은 유럽연합의 문턱에 들어서지 못했을지도 모른다. 유럽평의회는 아르크 에 세낭에서부터 부다페스트에 이르기까지 유럽 차원에서의 지속적인 인권과 문화정책을 추진해 왔다. 유럽평의회는 ‘인권과 기본자유 보호협정’을 통해 소수민족의 보호에 앞장서 왔으며, 유럽의회 또한 유럽에서의 인종이나 종족에 따르는 차별행위를 근절하고 인권과 기본자유를 보장하기 위해 적극적인 활동을 전개하고 있다.지금 유럽은 민주주의와 인권의 차원에서 새로운 도전에 직면해 있다. 유럽통합에 나타난 ‘국가 이후의 정체성’은 공동체 의식과 안정성을 확보할 수 있어야 한다. 공동의 문화정체성을 확립하기 위해서는 무엇보다 문화간 대화가 절실히 요구된다고 하겠다. 마스트리히트 조약은 유럽통합의 종착역이 아니라, 기나긴 여정의 중간 기착지에 지나지 않는다. 어찌 보면, 유럽에서 시도되고 있는 ‘계몽주의 프로젝트’는 이제 막 시작되었는지도 모른다. 유럽의 새로운 공동체는 유럽헌장의 전문에 명시되어 있듯이 ‘공동가치의 토대 위에서’ 건설되어야 한다. 유럽통합은 검증되지 않은 하나의 이상향이지만, 국가의 경계선을 넘어 새로운 정체성을 확립할 수 있는 가능성이기도 한 것이다.

This study aims to demonstrate that cultural policies are related to socio- political changes in Europe. With the process of European unification cultural policies began to operate much more actively and systematically. The experience of the cruel and severe wars caused the Europeans to conceive a peaceful and democratic Europe. The term ‘culture’ has the potential power to improve human rights and mutual understandings among European People. The preservation of common cultural inheritance gets along with the recognition of cultural diversity. In this respect the theme of cultural identity is essential and necessary in the agenda of EU policies. The ‘project of enlightenment’ in Europe has just begun and is now driving forward to a new community, which embraces all kinds of differences. The Europeans are supposed to draw an image of the European future by themselves. Just on the basis of culture they can solidify the foundation for a new Europe and a new citizenship in Europe.
