본 연구는 토니 블레어 시기의 영국의 사회민주주의 변화를 신자유주의적 글로벌화 및 유럽통합의 맥락에서 신노동당의 사회민주주의 체제의 성격 변화에 어떤 변화를 가져왔는가를 분석하려는 것이다. 본 논문에서는 글로벌화 및 지역주의라는 외부적 변화가 서구의 사회민주주의 전반적인 변화를 가져오는데 필요조건이었음을 인정하나, 영국의 경우 정치적 요인이 영국의 사회민주주의 체제의 변형을 가능케 하였음을 주장하려는 것이다. 유럽에서 계급정당을 대변해 왔던 블레어주의 신노동당은 1997년의 집권이후 4년 동안 ‘제3의 길’ 이라는 구호 하에 ‘노동자의 당’의 성격을 벗어나서 ‘뉴 레이버’(New Labour)라는 새로운 노동당의 면모를 계속 견지해 왔다. 우리는 영국의 블레어주의의 신노동당의 경우를 신자유주의적 글로벌화와 유럽통합의 과정에서 현저한 변화를 겪게 된 사례로 간주한다. 블레어의 영국의 노동당은 여전히 제도적으로 복지국가의 근간을 유지하고 있으나, 성격적 혹은 실천적(practice)인 측면에서 스웨덴의 사례와는 상당한 차별성을 드러내는 사회민주주의체제로 봐야한다. 중요한 사실은, 글로벌화 수렴이론가의 지배적 담론이 여전히 상당한 설득력을 지니고 있음에도 불구하고, 영국 사민주의의 변화는 신노동당의 정치적 리더십이라는 충분조건에 의해서 가능할 수 있었다.
Confronted with neo-liberal economic policy, and the process towards European integration in the 1980s, 1990s and into the new century, a major subject of debate in important academic circles has been the impact of the globalisation and/or Europeanisation of economic activities on the ability of western developed capitalist countries to sustain their welfare states. Convergence theory has suggested that the political colour of social democratic parties loses its importance and western welfare states are compelled to follow the same or similar policies, moving towards a more diminished social democracy. While we acknowledge that such thesis seems to be relevant, but we also need to consider other factors contributing to this kind of transformation. It is important to find out whether globalisation and Europeanisation have produced a convergence towards social democratic countries as a whole in the EU. However, the British case of social democracy has showed that the political leadership of social democratic governments has played the major role in the states' reponses to the process towards globalisation and Europeanisation. Thus the 'Third Way' has been put forward as a framework of political commitment which transcends the division between the 'old left' and the 'new right' and provides the basis for a renewal of social democracy in Britain. As a consequence, Blair's government has virtually transformed itself into a middle-class friendly party, thereby leading to social realignment or de-alignment in the British politics.
