이 글은 경제성장과 정보화의 발전이 아일랜드 사회에 미친 영향과 그 정치적, 사회적 결과에 대해 분석해 보려는 것이다. 이 글에서는 특히 아일랜드의 전자투표 제도 도입을 둘러싼 논란에 대해서 살펴보고 그 특성을 거버넌스라는 차원에서 논의해 보고자 했다. 전자투표는 그 결과가 단순한 행정적인 편의나 효율성의 증대에 머물지 않고 대의 민주주의의 핵심적인 가치와 연관된 사안이라는 점에서 시민사회 내에서의 폭넓은 이해와 동의 없이 추진되기는 애당초 쉽지 않은 것이었다. 더욱이 아일랜드가 전반적으로 정보화라고 새로운 환경에 대한 정치적 수용성이 그다지 크지 않은 사회라는 점을 감안할 때 전자투표 도입을 둘러싼 다양한 행위자들의 참여를 고려하지 않은 채 행정적인 관점에서 성급하게 추진한 결과 적지 않은 어려움을 겪게 된 것이다. 아일랜드의 전자투표 제도 도입을 둘러싼 논란은 아무리 절차적 민주주의가 뿌리 내린 사회라고 해도 대의 민주주의의 기본적 가치가 연관된 사안에 대해서는 행정적 관리 차원에서의 시각이 아니라 다양한 행위자의 참여를 전제로 한 거버넌스적 접근이 보다 중요하다는 점을 잘 보여주고 있다.
This article explores how the development of the information technology can affect politics in Ireland. In particular, this article pays attention to the debate and controversies over the introduction of an e-voting system. Given that the single-transferable voting system which Ireland employs is very complicated for vote-counting and election management, it seems understandable for the Irish government to pursue an e-voting strategy. However, the introduction of a new vote-counting system encountered strong resistance and reservations among the civil society. As the matters concerned with voting and elections are politically very sensitive, enhancing administrative efficiency will not be persuasive enough to gain wide public support. Instead, this article argues that an approach from a viewpoint of governance will be a better alternative to resolve difficulties concerning the introduction of e-voting system in Ireland.
