2007년 1월 1일 다른 동유럽 국가들보다 3년 늦게 EU에 가입한 루마니아와 불가리아는 가입협상에서 많은 문제점을 드러내었다. 이 문제점은 불가리아와 루마니아가 EU 회원국이 된 현재까지도 해결되지 않고 있다. 이 같은 상황은 루마니아와 불가리아가 가진 다른 동유럽 국가와의 차별성에 주목을 하게한다. 루마니아와 불가리아는 다른 동유럽국가와는 달리 EU가입이전에 흑해경제협력기구 창설이라는 다른 형태의 지역주의를 시도하였으나 좌절되었고, 1995년 이후 EU 협상과정에서 루마니아와 불가리아의 경제, 정치적 후진성의 문제는 다른 동유럽 국가들의 EU가입과는 비교할 수 없을 정도로 다른 회원국의 우려를 자아내었다. 한편, 루마니아와 불가리아는 EU가입을 통해 이들 국가가 의도하였던 EU의 경제적 지원 및 EU 단일시장 가입을 통한 무역 및 투자의 활성화라는 경제혜택을 보았다. 그렇지만 EU가입 이후에도 불가리아, 루마니아에서 끊임없이 발생하고 있는 정치, 경제적 문제점은 향후 EU가 회원국을 신속히 확대하는데 부정적인 영향을 미칠 것이다.


The accession of Romania and Bulgaria to the of the EU which have joined to the EU in 2004. EU was achieved 3 years later than another eight East European member-states. Serious problems arose in the accession negotiation with Romania and Bulgaria. Many of theses problems remains unsolved until now. This situation captures our interest in economic and geo-political particularity of Romania and Bulgaria. Before the bid to the EU accession, Romania and Bulgaria have tried to build the another regional building through the BSEC. This trail failed with economic and political problems of its member-states. Romania and Bulgaria's economic and political laggardness sparked the worries of the existing member-states in these accession negotiation. It result in the special situation that the EU Commission has been reporting under the Cooperation and Verification Mechanism every 6 months on progress of reform in these countries since their accession to the EU. However, remaining problems in Romania and Bulgaria even after their accession to the EU, it will have negative impact on the future EU enlargement. The EU will be reluctant to accelerate to their enlargement.
