극우주의 정치 세력이 유럽 전역에 걸쳐 확산되고 있다. 극우주의의 부상은 제2차 세계대전 이후 유럽 공간에서 지속되고 있는 초국가적 정치경제 통합체 구축 노력과는 맥을 달리하는 정치현상이다. 배타적인 민족주의를 제어하고자 하는 통합 유럽 정신과는근본적으로 배치되는 움직임이기 때문이다. 민족국가적 틀을 대체하고자 하는 유럽통합노력이 당면하고 있는 현안이다. 본 연구의 목적은 최근 들어 부각되고 있는 독일 극우주의 정치 세력의 성장 요인을 구명하는 데에 있다. 본 연구는 제도권 내에서까지 독일극우주의가 득세하는 현상을 기존 정당정치의 환경 변화에 집중하여 추적한다. 독일 극우주의 급성장 요인을 유럽 전반에 걸쳐 나타나고 있는 기존 정당정치의 퇴조 현상과아울러 독일 정당체제의 변화 요인에서 찾고자 한다. 기존 제도권 내로 새롭게 진출하는 정당에 대한 연구는 정당정치의 환경을 규정하는 거시적인 흐름과 아울러 해당 국가정당정치의 흐름과 연계하여 이해해야 한다는 판단에서이다. 급성장하는 극우주의는 약화되는 기존 정당정치와 비대칭적인 관계가 있다는 명제를 중심으로 근래 독일정치의현상을 설명하는 것이 주요 연구내용이다.
Right-wing extremist forces are spreading its wings across the Europe. The rise of extremists powers differs itself from the transnational political-economic integration efforts which have been made in the post second World War Europe. It is utterly against the spirits of the integrated Europe which intend to control exclusive nationalism. Rapid rise of right-wing extremist forces is one of the stumbling blocks facing European integration which aims at taking over nation states. This study analyses major factors contributing to the emergence of right-wing extremist political forces in Germany. It observes current phenomenon of right-wing extremists' gathering forces in the political establishments in close relation with changes in the existing political party system. Rise of the German right-wing extremists can be understood in the context of changing political party system. It is also affected by the so-called ‘party decay’ which sweeps the entire Europe at the moment. Having said that, new forces entering into the political establishments should be analysed both from transnational and national perspectives. Both factors define political party system of a country. Main thesis of this paper is that emerging right-wing extremism has asymmetrical relations with weakening political party system in Germany. With it, the paper intends to explain recent political affairs of Germany.
