오늘날의 유럽연합(EU)의 사상적⋅철학적 맹아는 피에르 조제프 프루동(Pierre Joseph Proudhon)이 주창한 연방주의에서 찾을 수 있다. “20세기는 연방의 시대를 열것이다. 혹은 인간은 다시 천년의 연옥을 시작할 것이다.”라는 말은 ‘국가들의 연방’으로서 연방주의에 대해 그가 얼마나 확신에 차있었는가를 보여준다. 프루동은 대표작인 「소유란 무엇인가」를 비롯한 다수의 저작을 발간했다. 그 가운데1863년 발간된 「연방의 원리 및 혁명당의 재구성 필요성에 관하여」에서 ‘국제적 규모의 관세동맹과 공동작업장’의 설립을 주장하고, 국가의 간섭을 받지 않는 ‘연방제(혹은연방주의)’를 제안했다. 그는, 연방의 원리가 유럽에서 힘의 공정한 배분을 결정하게 되면, 평화를 위한 주된 보장수단으로 기능할 것이라고 보았다. 자발적 계약과 균형의 개념은 프루동이 구상하는 연방주의의 핵심이라고 할 수 있다. 프루동은 연방주의의 이념을 “지배자 또는 통치가 없는 상태”를 뜻하는, ‘아나키’에서도출한다. 프루동은 ‘아나키=자치정부=개별정부’, 즉 궁극적으로 ’주인이나 주권자가 부재한 통치형태‘로 보고 있다. 이러한 통치형태 혹은 지배제도는 권위가 없고, 권력의 분할을 전제로 하는 ’자유‘에 기반한 제도여야 한다. 그러므로 ’개인에 의한 개인의 통치‘로서 ’아나키‘가 인정될 수 있다. 따라서 그가 주장하는 연방주의는 중앙통제적 혹은집권적이 아닌 사회의 조직 원리로서 ‘연방’이다. “20세기는 연방의 시대를 열 것이다” 고 한 그의 예언대로 오늘날 유럽대륙에서는 EU체제가 발족하여 지속적인 확대와 발전을 거듭하고 있다.
It seems that ideological and philosophical seeds of the European Union(EU) stem from the federalism founded by Pierre-Joseph Proudhon. He told that “The 20th century will open the era of federations or humanity will resume a purgatory thousand years.” These words fully show that he was confident about the federalism as the “Fédération des Etats”. Proudhon had published a number of works, including <Qu'est ce que la propriété?>, a masterpiece. In particular, in <Du Principe fédératif et de la nécessité de reconstituer le Parti de la Révolution>, he proposed to the establishment of “international-scale customs union and joint workshops” as a type of “federalism”. He argued that if the principle of the federation decides a fair distribution of power in Europe, this principle will functional as a means for peace. The concept of voluntary agreements and balance in the his thinking is to be a key initiative of the federalism of Proudhon. The idea of federalism by Proudhon derives from the ‘anarchy’. It means “without rulers or ruled states”. Proudhon considered that the ‘anarchy’ is ‘self-government’ and ‘individual governments’: that is, the ‘anarchy’ is ultimately “a sovereign government forms without the owner”. Such form of government or ruling systems must be based on the freedom without the authority. Therefore, the ‘anarchy’ can be recognized as ‘personal rule by individuals’. According to Proudhon, the federalism is therefore a ‘federation’ as the organizing principle of society which is not central controlled and ruled. As his prophetic that “the 20th century will open the era of federations“, the EU is developing and deepening in the european continent today.
