The end of the Cold War has brought new security challenges, each diffused and dangerous in their nature, and that require a broader concept of security. Increased transnational cooperation between different structures is essential. The cooperation with the United Nations, based on effective multilateralism, is paramount to an enlarged European Union. Despite their mutual commitment, cooperation is constrained by the complexity of internal cohesion and external effectiveness challenges. Therefore EU/UN cooperative potential in addressing global security challenges is subject to further improvement and greater synergy in order to enhance international security. This paper critically analyses EU/UN cooperation in contribution to international security by examining the EU’srole as a unique security actor. Then it analyses threats and challenges that the EU is facing and areas of EU/UN cooperation in the framework of “effective multilateralism”. The paper concludes by analysing implicit and explicit challenges of an enlarged Europe and their potential implications for the international security system.
냉전의 종식은 새로운 도전과 복잡해진 안보 환경, 그리고 안보 개념들의 새로운 정립을 요구하게 되었다. 이는 또한 다국적 안보협력과 새로운 안보 체계의 확립이 반드시 필요한 환경을 만들어 가고 있다. 효율적 다자주의에 기초한 유엔(UN)과의 협력도유럽연합이 직면한 가장 중요한 도전 중의 하나이다. 유엔과 유럽연합의 상호 이해에기초한 각자의 역할에도 불구하고 안보협력은 다양한 내적 요인과 외적 효과성이라는도전에 직면하고 있다. 따라서 향후 유럽연합과 유엔 간 국제적 차원의 안보협력은 양자 관계의 보다 깊고 넓은 확장과 긍정적인 시너지 효과에 기반할 것이다. 본 논문은 유럽연합과 유엔의 국제 안보협력에 대하여, 유럽연합이 독특한 안보 행위자라는 측면에서 분석을 하려 한다. 또한 유럽연합과 유엔 안보협력이라는 측면에서 유럽연합이 직면한 위협과 도전들에 대한 “효과적 다자주의”라는 관점에서 실체적 분석을시도하려 한다. 아울러 본 논문은 확장된 유럽의 국제 안보환경에서의 내적, 그리고 외적 도전에 대하여 분석할 것이다.
