In spite of difficult economic circumstances, the Republic of Korea's (ROK's) National Defense System was to be the base and the construction of military power for the national security in the early state-building period. Especially, it was an adoption of the military system which guarantees a military-power construction and an operation due to the conscript system. And these days, it would be a national defense system universally spread. But hours and rearrangements were insufficient to the ROK Army. The Korean War confirmed which the national military power level was necessary to the Korean Peninsula. And the ROK-US Mutual Defense Treaty was signed to promote military modernization and military power. As the result, the troop was set to maintain a level of 600,000 person, and the navy and the air force also have been able to maintain combat power. Coming to the 3rd ROK Government, the established system of national defense policy and national defense strategy were strengthened. At that time, the politic organization which relates with a military establishment was professionalized in the national defense policy and planning-related field. Also the function of logistics, information, strategic planning, and political regulations in the Ministry of National Defense was a big jump, and that is a adaptation of PPBS(Planning Programming and Budgeting System) which was used in the US Army. Especially, the documentation of the system of the national defense policy was clearly established in the late 1960s. Approaching the 1970s, a national defense objective took a triangular position with national objective together. Propulsion of the national defense policy became the established system of a long-term projection.
