참여정부는 자주성 고양을 명분으로 한 상태에서 앞으로 북한 위협이 감소될 것이고, 국방개혁을 통하여 한국군의 주도적 능력을 보완할 수 있을 거라는 판단에서 한미연합사령관이 행사하고 있는 전시 작전통제권의 환수를 추진하였다. 그러나 세계적으로 작전통제권은 주권으로서가 아니라 군사작전에서의 지휘통일 달성을 위한 편의로 인식하고 있고, 그 당시에 비해서 북한의 위협이 감소되기는커녕 핵무기 등으로 더욱 심각해졌다. 그 동안의 국방개혁 노력도 기대만큼의 성과를 달성하지 못하여 한국군이 전쟁억제와 수행을 주도하기는 어려운 실정이다. 한국은 합의한 대로 한미연합사를 해체하여 전시 작전통제권을 환수한다는 단순한 접근에서 벗어나 북한의 핵위협 및 동북아시아의 정세변화와 연계하는 가운데 작전통제권 문제를 냉정하면서도 정확하게 인식하는 것이 선행될 필요가 있다. 동시에 한미연합사를 해체할 경우의 위험대책을 열린 마음으로 적극적으로 토론하여 최선의 결정을 보장하여야 할 것이다. 나아가 현재의 한미연합사를 존속시킬 경우 그 기능과 권한을 현재보다 축소시키거나 유사시 한미연합사가 작전통제하도록 되어 있는 지정된 한국군의 목록 중에서 다수의 한국군 부대를 제외시키는 방안 등 한국의 자주성을 고양할 수 있는 다양한 방안을 강구할 필요가 있다.
The Roh Moo-hyun’s Administration pushed ahead the wartime OPCON (Operational Control) transfer from the CFC (ROK-US Combined Forces Command) in the name national sovereignty. The administration assumed that North Korean military threats would be reduced and the ROK armed forces would be able to take lead the military operations in the Korean peninsula if it completes the reform in defense sector. However, firstly, the operational control authority generally has not been considered as a part of the national sovereignty. It is a measure for the unity of command among various forces from different countries. Secondly, North Korea military threats including nuclear weapons have been increased contrary to the government’s expectation. Thirdly, the defense reform initiatives of the ROK(Republic of Korea) military have not been successful yet during recent 10 years. For those reasons, the ROK armed forces are not fully prepared to take the lead in military operations on the Korean Peninsula after dismantling the CFC. It is very necessary to connect the transfer of the wartime OPCON with North Korean nuclear threat, because the ROK does not have any effective means to defend its people from the nuclear threat. If the ROK wants to ensure the extended deterrence or nuclear umbrella of the US(United States) in case of North Korean nuclear threat, it should keep the current CFC by postponing again the transfer of wartime OPCON authority. At the same time, the ROK and the US governments should try to find various ways to fulfill South Korean people's aspiration for the self-reliance. They can exclude some key South Korean units from the wartime OPCON of the Commander of the CFC. They can readjust the level of DEFCON(Defense Condition) for the OPCON from DEFCON-3 to DEFCON-2.
