산업기술 발전사를 재조명하고 산업기술 분야에 대한 국가적 중요성을 제고하기 위한 거점 기관 구축의 필요성에서 해외 주요 기술 선진국들은 산업기술박물관을 건립하였다. 해외 주요 기술 선진국에서 운영 중인 산업기술박물관들은 각 국가들이 산업 강국으로 진입하던 시기에 설립되었으며 자신들의 산업 역량과 기술의 발전상을 대내외에 널리 알리고 이를 통해 국민적 자긍심을 고취하는 역할을 부여받았다. 19세기 산업 혁명 이후 서구 열강들이 치열한 산업 경쟁 구도를 형성하며 기술 혁신을 추구하던 시기 유럽의 기술 선진국들은 산업기술박물관 설립을 통해 자국 산업기술 분야의 선진성과 우수성을 적극적으로 홍보하고 산업기술 분야에 대한 국민들의 관심과 이해를 증진시키고자 하였다. 이 시기에 건립된 산업기술박물관들은 산업 역량의 확장과 기술 축적을 통해 산업 강국으로 도약한 기술 선진국들의 국가적 자신감의 표출이었으며 산업기술 육성에 대한 정부의 의지와 사회적 합의를 바탕으로 설립된 것이었다. 이들 박물관에 부여된 역할은 국가 산업기술 발전사를 체계적으로 정리하여 보여주는 전시 공간의 수립과 사라져가고 있는 산업기술 분야의 주요 유물들을 수집하고 보존하는 기능을 수행하는 것이었으며 동시에 기술 강국 도약의 기반을 구축하기 위한 인프라 조성 및 미래의 산업 전문 인력양성을 위한 교육의 공간을 구축하는 것이었다. 하지만 이러한 산업기술박물관의 역할과 기능은 점차 역사적 가치를 지닌 산업 유물을 보존하는 과거지향적 성격에서 탈피하여 미래 세대에게 창조적 영감을 제공하고 기술혁신의 기반을 제공하는 공간으로 변모하고 있다. 원본 유물의 수집과 전시를 중시하는 전통적인 박물관 개념에 얽매이지 않으며 유물 보존보다는 기술 혁신의 장으로써 산업기술박물관의 기능이 강화되고 있다. 미래지향적이며 기술 혁신의 장을 추구하는 비전과 역할을 수행하는 공간을 실현하기 위해 국립산업기술박물관은 기술과 인문학, 예술 등이 서로 자유롭게 교류하고 소통하여 창조적인 융복합적 콘텐츠가 창출되는 복합문화공간으로 포지셔닝 되어야 하며 기관의 모든 역량과 자원은 영감, 상상, 혁신의 가치를 실현하는데 집중되어야 할 것이다.
The leading industrial countries have established the Museums of Industry and Technology in the necessity of shedding new light on the industrial technology development and of enhancing the national importance of the industrial technology sector. The Industrial Technology Museums administered by the key technologically developed nations abroad have been established in each country in the nick of time when they moved into the industrial power, which nations had majors ambitions that The Industry and Technology Museum would have carried out the mission to inform actively the nation’s achieved developments of their industrial competing countries as well as to inspire national pride at home and abroad through the museums. Indeed, the Industry and Technology Museum erected in the period of Industrial Revolution was founded on the basis of the government's strong will and social consensus for the heart policies to promote the technological developments and the way of proudly expressing the nation’s confidence of industrial technologies jumping up to be a leading stages in the industry powerhouse through the technology accumulations and expansions of industrial capacity as well. Consequentially, the chief role given to the Museum is to collect and preserve key artifacts and resources of the industrial technologies fading into the times, furthermore, to establish the exhibition space explaining systematically the history of industrial technology developments in organized. On the same time the Industry and Technology Museum was to construct infrastructures and build a place of education for the future of the industry professional training. However, these roles and functions of the Industry and Technology Museum have been gradually moving away from the past-oriented nature preserving industrial remains with the historical values and transformed into the new ground of the space that provides inspirations and the foundations for innovation to the future generations. In order to fulfill the future-oriented visions, The Korea’s National Industry and Technology Museum has to pursue the field of innovation to secure the space of direction, insight and technological inspiration, moreover, to nurture elite contents for the era of fusion and convergence as the convergence cultural space through freely exchanging and communicating with one another in the field of technology, humanities and art.
