본고는 동북아 논의가 가야할 귀결점을 ‘동북아공동체’ 나아가 ‘아시아연합(AU)’ 등 지역 통합으로 설정해야 하고 그 과정에서 경제통합체인 ‘동북아경제공동체’가 우선적으로 형성되어야 한다고 주장하고자 한다. 이러한 문제의식을 바탕으로 동북아 논의와 관련된 여러 경제적 쟁점들을 정리하는 것이 본고의 첫째 목적이다. 또한 최근 3～4년간 동북아지식인연대를 중심으로 한 동북아 경제통합 관련 논의로부터 역내 주요국의 입장과 시각을 추론하고 정리해 보는 것이 두 번째 목적이다. 2장에서는 동북아 논의의 개념적 혼란을 동북아경제중심론과 동북아공동체론의 비교라는 방법을 통해 해명하고 정리해 본다. 3장에서는 경쟁론, 협력론 및 통합론이라는 세 가지 분석틀을 가지고 동북아경제통합의 주요 쟁점과 과제 중 동북아경제공동체와 직접 관련이 되는 협력론과 통합론의 내용을 중심으로 살펴본다. 4장은 동북아경제공동체 논의와 관련된 주요국의 시각과 입장을 정리해 본다. 마지막은 결론으로 이상의 논의가 가지는 이론적 및 정책적 함의를 간단히 정리해 본다.
The paper argues that the final target of the so called “Northeast Asia controversies” should be the regional integration such as ‘Northeast Asian Community’ or ‘Asian Union’ and that in the process ‘Northeast Asian Economic Community’ should be formed in the first place. The first purpose of the paper is to analyse the economic issues regarding “Northeast Asia controversies” based on the above presuppositions. The second purpose of the paper is to analyse the positions and perspectives of the major countries in the region regarding the regional integration from the recent discussions of NAIS conferences. Chapter Two elucidates the conceptual confusions of “Northeast Asia controversies” in terms of the comparison of “the discourse of Northeast Asian Economic Hub” and “the discourse of Northeast Community.” Chapter Three analyses issues related to the regional integration and regional cooperation respectively. Chapter Four analyses the positions and perspectives of major countries regarding ‘Northeast Asian Economic Community’. Finally, the conclusion suggests the theoretical and policy implications of the above discussions.
