최근 한국군은 미래 불확실성 하에 효과적인 합동작전 수행을 위해 합동능력개념을 도입하고자 노력하고 있다. 그러나 현재 한국군의 장기소요기획체계는 정량적이기 보다는 정성적인 접근방법에 의존하기 때문에 의사결정 과정을 지원함에 있어 명확한 미래 합동능력소요를 제시하는데 한계가 있다. 이에 문제해결방안의 하나로 본 논문에서는 새로운 형태의 개선된 가산모형을 제안하고자 한다.
Recently the KOREA military make an effort to introduce the concept of joint capability for the effective joint operation in the future uncertainty. But, existing long-term planning system of KOREA military is limited to provide the explicit future requirement of joint capability for supporting decision-making process because of qualitative rather than quantitative approach. For a solution of this problem, we propose a new improved additive model for the efficient assessment of long-term planning in the paper.
