민간투자는 새로운 거버넌스로서 필요성이 제기되어 오늘날 정부의 여러 분야에서 도입되고 있는 제도로서 잘 활용만 한다면 충분히 정부의 제한된 기능과 역할 상황에서 기여할 수 있는 제도이다. 그러나 이러한 제도의 도입에 있어서 근본적인 운영의 가치 즉 대등성과 책임성 측면에서의 문제들을 간과하고, 거버넌스가 성공적으로 이루어지기 위한 요건들을 갖추지 않은 채 운영한 결과, 결국 그 효과를 제대로 거두지 못하고 오히려 정부-민간 양자 모두 기대했던 만큼의 결과를 가져오지 못하고 있다. 본 연구는 이러한 측면에 초점을 맞추어서 용인시, 의정부, 김해시 세 지방정부의 경전철 사업의 거버넌스적 측면에서의 문제점을 분석해보고자 하였다.
Private investment is the useful system if the government use it well. Because private investment is able to contribute to overcome the limit of government’s function and role. However, when the government accepted this system, they didn’t consider the basic value of management. That is to say, equality and accountability was ignored or overlooked. Moreover, government didn’t prepare the conditions which is required to succeed the cooperate investment project As a result of this management, the government could not achieve the goals and get an effect. Consequently, both government and private company cannot get an expected pay-off. In this research, the problems of the projects building the light rail transit in three local government were analyzed with governance theory.
