There is a rapid increase in the number of elderly people who suffer from dementia or stroke and are consequently in need of long-term care in today's aging society due to the changes of social environments. But one of the typical family functions that is to look after sick elderly parents increasingly gets weaken, and the government has executed a senior long-term care insurance system since July, 2008, in accordance with the principle of special security. The purpose of this study was to make a comparative analysis of the Korean and Japanese senior long-term care insurance systems by using the analysis system in terms of three: comprehensiveness of beneficiaries, sufficiency of benefits and service delivery system. It's required to expedite the development of the Korean senior long-term care insurance system based on the advantages of the Japanese one. To make it happen, the number of beneficiaries should gradually be increased so that approximately 10 percent of the elderly population could benefit from it, and preventive and in-home services should primarily be provided to ensure the financial stability of the system. In addition, it's needed to give more consideration to users by providing user-centered services, and the kind of environments that make it easy for users to express their grievance or demand if there's any and take actions to meet their requirements should be created.
