The Diaoyu Islands Dispute and South Korea

동북아 지역의 정치역학 변화를 배경으로 한 조어도 분쟁은 심화와 다변화(多邊化)의 경향을 보이고 있어 동북아 경제 발전과 평화 안정에 부정적인 영향을 미치고 있다. 이는 중･일관계의 향후 발전방향을 파악하고 동북아의 평화와 안정을 위협하는 요소를 제거하기 위해서는 거시적 시각과 지정학적 관점으로 조어도 문제에 접근할 필요성이 있음을 시사해주고 있다. 본 연구는 동북아 질서라는 구조적인 측면에서 다자적 시각에 주목하면서 중일 양국과 밀접한 정치적, 경제적인 관계를 유지하고 있는 한국에 초점을 맞추고 조어도 분쟁에서의 한국의 영향과 기대되는 역할에 대해 검토했다.

The Diaoyu Islands dispute, which has been ongoing in recent years, is rooted in changing international circumstances, such as the emergence of China, the relative decline of Japan, and the return of the United States to the Asian-Pacific. It has had a negative impact on peace and security in Northeast Asia. Recently, a deeper, more sustainable situation has emerged in the Diaoyu Islands dispute. Also, it shows increasingly ‘multilateral’ tendencies. This implies that a macroscopic perspective and a ‘comprehensive’ strategy are needed to resolve the conflict. This study analyzes the influence of South Korea’s diplomacy on the Diaoyu Islands dispute and discusses the approaches to effectively grasping the ‘Korean factors’ that can create a favorable environment for the final settlement of the Diaoyu Islands issue.

中国の台頭と日本の相対的な衰退、アメリカのアジア・太平洋地域への復帰などの国際情勢の変化を背景にし、釣漁島(尖閣諸島)紛争は激くなる一方、長期化、多国化の傾向も現れ、東北アジアの経済発展及び平和、安定に否定的な影響を及ぼしている。このような状況は、釣魚島紛争を解決する際に、マクロ的な視点と地政学的な観点からのアプローチも必要であることを示唆している。本研究は東北アジア秩序という構造的な側面から「多国的視野」に注目し、釣魚島紛争における韓国の影響と期待される役割について検討した。
