혁신도시는 국가균형발전을 위한 중요한 정부정책의 하나로 추진되고 있다. 현재 진행되고 있는 실시계획과 지구단위계획에 있어 용도지역 설정이 중요하다. 혁신클러스터용지는 일반적인 도시개발에서는 볼 수 없었던 개념으로서, 10개 혁신도시에 보편적으로 적용할 수 있는 용도지역 설정 가이드라인이 필요한 시점이다. 본 연구에서는 혁신클러스터의 개념 및 용도지역 제도를 고찰하고 국내외 사례와 관계자 의견을 수렴하여 최종 가이드라인을 설정하고자 하였다. 본 연구결과로 혁신클러스터용지에는 기본적으로 준주거지역으로 설정하고, 일부 이전공공기관의 외곽형은 자연녹지지역, 산학연클러스터용지중 산업수요가 있는 곳은 준공업지역으로 설정하는 것이 바람직하다고 판단된다.
The developments of innovative cities are being promoted as a major national policy for the balanced national development. Zoning, or the designation of permitted land uses, plays an important role in ?Construction Planning? and ?District-Unit Planning? which are currently underway. The concept of innovation-clusters is a recently introduced that has not been seen in the previous urban developments. At this point in time, guidelines for zoning that could be generally applied to innovative cities are required.In this study, final guidelines for zoning of the land for innovation-clusters are proposed after examining the concept of an ?innovation-cluster,? reviewing the current land use and zoning rules, analyzing several similar cases both in domestic and abroad, and collecting opinions of people in charge.Based on the results of several analyses mentioned above, it is proposed to designate most of the land for innovative-clusters as ?semi-residential areas?, surrounding land of public buildings as ?natural green areas?, and some of the land for industrial-academic cooperation clusters as ?semi-industrial areas?.
