최근 유럽 국가들을 중심으로 “사회적 배제” 문제에 관한 관심이 높아지고 이러한 과정에서 교통이 특정 개인 또는 집단의 사회적 배제에 영향을 미칠 수 있는 중요한 요인이라는 점이 크게 인식되어 교통이 사회적 배제의 과정에 미치는 영향에 대한 논의가 활발히 진행되고 있다. 이러한 논의의 전개에서 중요한 점은 교통이 사회에 미치는 영향에 대한 연구가 과거 단편적이고 결과 중심적인 경향에서 보다 포괄적이며 과정 중심적인 방향으로 전환이 되고 있다는 점이다. 이러한 방향의 전환은 우리사회에서 교통이라는 영역이 미치는 영향이 단순히 사람과 물자의 이동을 위한 수단적 도구라는 차원을 넘어 사회의 발전과정 전반에 보다 복합적이며 포괄적으로 작용하고 있다는 것을 시사한다. 이러한 배경에서 본 연구는 현재 유럽 국가들을 중심으로 활발히 진행되고 있는 교통으로 인한 사회적 배제에 관한 주요 개념 및 논점들을 분석하고, 이러한 분석결과를 우리나라의 실정에 적용하여, 우리나라에서 발생하고 또 발생할 수 있는 교통으로 인한 사회적 배제 문제와 관련된 주요 주제들을 제시하여 추후 이 분야에 대한 보다 본격적인 경험적 그리고 이론적 연구를 위한 기초적 자료를 제공하는데 있다.
Recently many European countries are getting more interested in the issue of ?social exclusion?, and there have been very active research activities about impacts of transportation on social exclusion because it has been generally recognized that transportation is very strongly related with the problem of social exclusion. This new trend implies that the traditional methods of approach to the social impacts of transportation which have been case specific and outcome oriented are shifting to more comprehensive and process oriented approach. The emergence the new approach suggests that the dimension of transportation in our society goes well beyond the movement of people and goods, rather its impacts on our society are more complicated and comprehensive. In this context this research analyses the major conceptual problems involved in the impacts of transportation on social exclusion, and suggests major issues which could be applied to Korean society where there are almost no research activities of the area.
