이 글은 경상북도청 이전 및 신도시 건설에 따른 안동시의 기존 도심의 공동화 방지 방안을 모색한 것이다. 안동시의 도심공동화를 방지하고 활성화시키기 위해서는 우선 도시재생의 기법을 도입해야 할 뿐만 아니라 법적 지원근거와 체계적 계획이 요구됨은 물론이고, 공공과 민간이 협력하여 도심활성화의 합의기반을 조성하고 실천성 있는 다양한 사업개발이 필요하다. 안동시는 좀더 적극적인 공공투자에 나서야 할 것이며, 아울러 원도심의 상징성과 역사성, 주민 커뮤니티(공동체) 등 장점을 살리는 공간모델을 찾아야 할 것이다.
This paper aims to find the proper way to prevent the decline in urban center of Andong city as they develop a new town nearby with Gyeongsangbuk-Do provincial office located in. To prevent the decline in urban center, they need to introduce various methods to revitalize it, establish relevant legal bases, make well-structured plans, promote mutual agreements on urban revitalization, and develop a lot of practical business. Andong city should try to aggressively invent for public affairs and find spatial models to help enhancing symbolism, history and resident community of the old downtown.
