지방행정체제는 지방행정을 원활하게 수행하기 위하여 행정구역을 구분하고 행정기관을 설치하는 체계와 절차를 의미한다. 지방행정체제는 지역주민의 생활편의, 지역균형발전과 국가경쟁력 제고를 위한 국가통치구조의 기본단위이다. 연구자들은 현행 지방행정체제를 개편해야 한다는 것에는 대체로 공감하고 있으나 방법론에서는 이견이 분분하다. 이 글에서는 계층구조와 행정구역에 대한 다양한 개편방안을 정리하고 비교해보았다. 지방행정체제를 개편하는 방안은 아주 다양하지만, 효율성을 높이고 경쟁력을 강화하기 위하여 우리나라의 지방행정체제는 계층을 줄이는 방향으로, 그리고 행정구역을 확대하는 방향으로 개편되어야 할 것이다.
The local administrative system means the systems and practices of establishing administrative regional divisions and setting up local administrative organs in order to facilitate the implementation of local administration. It is the basic unit of a country’s governance structure in order to enhance the convenience of people’s lives, the balanced regional development, and the international competitiveness. Many researchers agree to reorganize the current local administrative system in Korea, but their approaches are very diverse methodologically. This study examines and compares various plans to reorganize the administrative structures and divisions. The local administrative system in Korea will have to be reorganized in a manner which decreases the number of tiers of local administration, and enlarges the size of the administrative divisions to increase efficiency and enhance regional competitiveness.
