본 연구에서는 서울시가 문화거점조성을 통한 지역재생을 위하여 설립한 창작공간 가운데 금천예술공장, 문래예술공장,서교예술실험센터를 중심으로 대상 커뮤니티의 성격과 각 창작공간의 역할에 대해 살펴보았다. 금천예술공장은 금천패션타운, 가산디지털단지, 시흥산업용재유통센터, 중앙철재종합상가 등이 입지한 서울시의 대표적인 제조업 중심지인 금천구에 설립되었다. 금천예술공장은 해외 작가들과의 네트워크 형성을 위한 국제 레지던시를 제공할 뿐만 아니라 문화예술 커뮤니티를 조성하는 아트 팩토리의 역할을 표방하고 있다. 역시 준공업 지역인 문래동에 입지한 문래예술공장은 자생적으로 형성된 창작촌의 예술가들을 지원하기 위한 시설로서 과거 철공소 건물에 세워졌다. 문래예술공장은 예술인 집적지에 대하여 공공부문이 지원을 하는 기능을 담당하고 있다. 이에 비해 고도의 상업화로 문화예술 종사자들의 유출이 가속화되고 있는 홍대지역에 조성된 서교예술실험센터는 문화예술 단체들의 재정 자립을 돕고 문화지구의 정체성 유지의 역할을 맡고 있다. 세 곳의 창작공간 가운데 문래예술공장과 서교예술실험센터는 문화예술 기반이 자생적으로 형성된 지역에 설립됨으로써 기존의 문화예술 활동에 대한 보조 역할에 한정된다는 문제점을 안고 있다. 이에 비해 금천예술공장은 지역재생이라는 측면에서 긍정적인 평가가 이루어질 수 있으나 예술가와 지역주민 간의 소통 부재와 기대 차이가 존재함으로써 실질적인 사업의 전개가 어려운 실정이다. 창작공간이 문화예술을 통해 지역의 창조성을 배양하고 예술가들에 대한 실질적인 지원을 하기 위해서는 대상 커뮤니티의 특성에 기초한 다양한 역할 모색이 필요하다.
This study examines the roles of community art spaces of Seoul that the Metropolitan Government established as bases of culture and arts for urban revitalization. Art Space Geumcheon is located in Geumcheon-gu, one of the industrialized areas in Seoul, which includes diverse industrial facilities such as Geumcheon Fashion Town, Gasan Digital Complex, Siheung Industrial Tool Shopping Center and Central Machinery Manufacturing Center. Art Space Geumcheon has provided artist-in-residence programs for both domestic and foreign artists and also has focused on community arts to spearhead local economic revitalization. Art Space Mullae, which was set up at a metal products manufacture factory in Mullae-dong, has supported artists in Mullae-dong who have formed autonomous art spaces in the factories. Unlike the previous two cases, Art Space Seogyo was established with an intention to assist artists in gaining a self-reliant financial foothold through the institutionalization of social enterprises and to promote the cultural identity of the area in front of Hongik University. Art Spaces Mullae and Seogyo, out of the three cases, have a limitation as ancillary institutions as they are located in the areas where art spaces of independent artists have already been formed. While Art Space Geumcheon can be assessed as a cultural center to help local economic development, its community art programs lack social interaction between artists and residents. City-sponsored art spaces need to diversify their function to enhance local creativity as well as to provide substantial support for artists on the basis of the characteristics of communities.
